This letter submits the 2024-2025 Commitment Revision Summary Report per SECY-00-0045, "Acceptance of NEI 99-04, 'Guidelines for Managing NRC Commitments," for the Christopher M. Crane Clean Energy Center (CCEC). The most recent Commitment Revision Summary Report was provided to NRC in Reference 1. Therefore, the period covered by this report is from January 1, 2024, through December 31, 2025, as allowed per the guidance in NEI 99-04.1 Based on a review of commitment tracking documentation, it has been determined that no new commitment changes were processed and implemented during this period.
The most recent 50.59 / 72.48 Summary Reports were provided to NRC in Reference 2. For the period from January 1, 2022, through December 31, 2023, there were no changes, tests, or experiments requiring either a 50.59 or 72.48 Evaluation during that timeframe.
For the period from January 1, 2024, through December 31, 2025, there were no changes, tests or experiments that required a 50.59 Evaluation. One 72.48 Evaluation was performed, and a report containing a brief description, including a summary of the evaluation, is provided in to this letter.

EC 640761 - TMl-2 ISFSI Pad Impacts on TMl-1 ISFSI Facility2 Year Implemented: 2024 Evaluation Number: TMl-72.48-054 Description of Activity:
The proposed Activity is Engineering Change (EC) 640761, which evaluates the modification of the TMl-1 ISFSI Facility with the installation of a TMl-2 ISFSI concrete pad adjacent to the TMl-1 ISFSI apron/pad and within the TMl-1 ISFSI Facility. EC 640671 is a document-only design change and evaluates the scope of TMl-2 modification EN-MPKG-S-00-0016 to construct a reinforced concrete pad for future use as an ISFSI pad for MAGNASTOR dry cask storage systems to store TMl-2 contents. The Activity does not include utilization of the new TMl-2 pad for MAGNASTOR casks.
This review addresses two conditions:
A. The modification design and final configuration (a reinforced concrete pad adjacent to the TMl-1 ISFSI apron within the TMl-1 ISFSI Facility).
B. The activities associated with the implementation/construction of the modification (i.e., construction of a reinforced concrete pad, light pole relocation, drainage ditch relocation).
Reason for Activity:
The TMl-2 ISFSI pad is to be located within the TMl-1 ISFSI Facility and is therefore a modification to the TMl-1 ISFSI Facility subject to 10 CFR 72.48.
Effect of Activity:
This Activity includes EC 640761 and the evaluations that demonstrate and justify the TMl-2 modification has no impact on the TMl-1 ISFSI Facility or ISFSI operation, design bases, or safety analyses as described in the MAGNASTOR FSAR. The Activity modifies the TMl-1 ISFSI Facility design bases to accurately reflect the modification of implementing a reinforced concrete pad for future use as an ISFSI pad for TMl-2 MAGNASTOR casks.
Summary of Conclusion for the Activity's 72.48 Review:
The proposed activities associated with the construction of the modification (i.e.,
construction of a reinforced concrete pad, light pole relocation, drainage ditch relocation) are considered to utilize diesel powered heavy equipment within the ISFSI Facility and exceed 50 gallons of cumulative diesel-equivalent fuel within the ISFSI Facility and as such is considered adverse to the design basis. Therefore a 72.48 Evaluation is required.
However, the proposed activities associated with the implementation/construction of the modification have no adverse impact on how MAGNASTOR design functions are performed or controlled. The proposed activity also does not involve a change to an element of MAGNASTOR FSAR evaluation methodology, nor does the activity involve a change to the MAGNASTOR FSAR or CoC, nor does it involve a test or experiment.
2 This 72.48 Evaluation was performed before the facility name was changed from Three Mile Island, Unit 1, to the Christopher M. Crane Clean Energy Center by NRC issuance of Amendment No. 306, dated May 13, 2025 (ML25100A006). Therefore, TMl-1 is used in this report.
