On February 12, 2026, the U.S. Nuclear Regulatory Commission (NRC) conducted the hybrid public meeting to gather input on the agencys draft Fiscal Year (FY) 2026-2030 Strategic Plan and draft Agency Priority Questions (APQs). The meeting had approximately 100 attendees, including industry stakeholders; representatives from Federal agencies, States, and Tribes; congressional staff; nongovernmental organizations; NRC staff; and members of the public.

The meeting began with opening remarks by Ms. Caroline Carusone, Deputy Executive Director for Nuclear Materials, Administrative, and Corporate Programs, within the Office of the Executive Director for Operations. Ms. Carusone highlighted the significance of this strategic planning cycle, noting its alignment with NRCs updated mission statement; the Accelerating Deployment of Versatile, Advanced Nuclear for Clean Energy Act, also known as the ADVANCE Act; and Executive Order 14300, Ordering the Reform of the Nuclear Regulatory Commission.

NRC presenters conveyed that the Strategic Plan serves as the foundational roadmap for mission delivery, performance measurement, budget formulation, and evidence-building, and that stakeholder inputinternal and externalis required under Federal performance and evaluation requirements. NRC staff then outlined the draft strategic goalsmission delivery, workforce excellence, and performance and accountabilityand summarized the supporting objectives. NRC staff introduced three draft APQs, focusing on regulatory reform, leadership and management, and organizational accountability. NRC staff explained that these questions will guide evidence-building efforts over the next four years and support evaluation of the agencys progress. Staff closed the presentation by providing details on next steps of the development process, which include consideration of stakeholder input in developing the final products.

Following NRCs presentation, the meeting transitioned to a public comment portion for participants to share feedback with the staff on the materials presented.

Public attendees offered a range of comments reflecting their perspectives on the NRCs draft FY2026-2030 Strategic Plan and APQs. The Nez Perce Tribe emphasized the need for earlier and more formal government-to-government consultation, noting concerns about limited opportunities for Tribal engagement during this current strategic planning cycle. The Nuclear Energy Institute focused on process transparency, seeking clarity on whether additional written comment opportunities would be available and how the APQs would be implemented over the planning cycle. Commenters from The Breakthrough Institute encouraged the NRC to integrate more forward-looking evaluation elements into the draft APQs and recommended stronger incorporation of the benefit of society and the environment language from the updated mission statement. The Union of Concerned Scientists highlighted the importance of evaluating regulatory effectiveness alongside efficiency, aligning the plan with the NRCs Principles of Good Regulation, and maintaining flexibility in light of any potential changes to Federal priorities.

No regulatory decisions were made as a result of this meeting.
