Meeting Summary:

The NRC staff conducted the meeting in accordance with NRC Management Directive 3.5, Attendance at NRC Staff-Sponsored Meetings (ML21180A271). The primary topics discussed during the meeting are summarized below.

During the public portion of the meeting, Aalo provided an overview of its technology development and deployment plans, including its business model, deployment strategy, manufacturing capabilities, and major facility structures. Aalo also discussed its plans for technology maturation under the Department of Energys Reactor Pilot Program and described its strategy for developing a licensing basis. This included defining fundamental safety functions and outlining its approach for defense-in-depth and functional containment.

The NRC staff asked which quality assurance programs will apply to the non-nuclear facilities of the program. Aalo explained that the American Society of Mechanical Engineers (ASME) NQA-1 program would be applied only to nuclear facilities, while non-nuclear facilities would follow applicable industry standards.

The NRC staff asked Aalo to discuss whether the integral effects testing cover the full scale of the facility. Aalo clarified that most components would be full scale, but heat generation would be limited to levels sufficient to demonstrate decay heat removal and system performance rather than full reactor power.

The NRC staff also addressed questions asked by members of the public related to its review of a future application to the NRC for a commercial reactor.

The staff indicated the impact of the choice of fuel, enrichment and materials on the stability of the reactor will be evaluated as part of the staffs review of pre-application materials or any subsequent application. The staff further indicated that Aalo plans to submit an application for a combined operating license, which is described in its regulatory engagement plan.

Following the public session, NRC staff and Aalo held a closed meeting to discuss details of the reactor core technology, safety systems, and auxiliary systems.
