Dear Christopher D. Wilson:

By letter dated February 14, 2024 (Agencywide Documents Access and Management System Accession No. ML24045A023), as revised by letters dated November 27, 2024 (ML24332A050);

December 20, 2024 (ML24355A050); January 30, 2025 (ML25030A182); March 25, 2025 (ML25084A044); and April 10, 2025 (ML25100A083), Constellation Energy Generation, LLC (CEG, the applicant), submitted an application for license renewal of Renewed Facility Operating License No. NPF-62 for Clinton Power Station, Unit No. 1 (Clinton), to the U.S. Nuclear Regulatory Commission (NRC). CEG submitted the license renewal application (LRA) pursuant to Title 10 of the Code of Federal Regulations Part 54, Requirements for Renewal of Operating Licenses for Nuclear Power Plants.

The NRC staff determined that the LRA was acceptable for docketing, as communicated in its letter dated April 11, 2024 (ML24089A221). The NRC staff subsequently published notice of this determination in the Federal Register on April 18, 2024 (89 FR 27805). The staff completed its safety review of the Clinton LRA and issued the safety evaluation (SE) in August 2025 (ML25238A215). The NRC staff subsequently granted the application and issued the renewed license on December 16, 2025 (ML25246C220).

Following issuance of the SE, minor scriveners errors were identified in specific sections of the document. The NRC staff is issuing an errata sheet, showing what it intended for these pages to say. All changes from the changes in the SE are marked by change bars in the enclosure. The changes shown on these pages reflect the review the NRC staff conducted prior to issuance of the renewed license. No other technical aspects of the SE have been modified. These revisions do not alter the NRC staffs underlying technical conclusions. The NRC staff will add this errata sheet to the ADAMS package that contains the license renewal SE.

Staff Evaluation. The staff reviewed the applicants claim of consistency with the GALL-LR Report. The staff compared the scope of program, preventive actions, parameters monitored or inspected, detection of aging effects, monitoring and trending, acceptance criteria, and corrective actions program elements of the LRA of the applicants program to the corresponding program elements of GALL-LR Report AMP XI.M32.

The staff conducted an audit to verify the applicants claim of consistency with the GALL-LR Report. Based on a review of the LRA, the staff finds that the scope of program, preventive actions, parameters monitored or inspected, detection of aging effects, monitoring and trending, acceptance criteria, and corrective actions program elements are consistent with the corresponding program elements of GALL-LR Report AMP XI.M32.

Operating Experience. LRA Section B.2.1.21 summarizes operating experience related to the one-time inspection. The staff reviewed operating experience information in the application and during the audit. As discussed in the audit report, the staff conducted an independent search of the plant operating experience information to (1) identify examples of age-related degradation, as documented in the applicants corrective action program database, and (2) provide a basis for the staffs conclusions on the ability of the applicants proposed AMPs to manage the effects of aging in the period of extended operation. The staff did not identify any operating experience indicating that the applicant should modify its proposed program. Based on its audit and review of the application, the staff finds that the conditions and operating experience at the plant are bounded by those for which the one-time inspection was evaluated.

USAR Supplement. LRA Section A.2.1.21 provides the USAR supplement for the One-Time Inspection Program. The staff reviewed this USAR supplement description of the program and noted that it is consistent with the recommended description in SRP-LR Table 3.0-1. The staff also noted that the applicant committed to implementing the new One-Time Inspection Program for managing the effects of aging for applicable components prior to the period of extended operation. The staff finds that the information in the USAR supplement is an adequate summary description of the program.

Conclusion. Based on its review of the applicants One-Time Inspection Program, the staff concludes that those program elements for which the applicant claimed consistency with the GALL-LR Report are consistent. The staff concludes that the applicant has demonstrated that the effects of aging will be adequately managed so that the intended function(s) will be maintained consistent with the CLB for the period of extended operation, as required by 10 CFR 54.21(a)(3). The staff also reviewed the USAR supplement for this AMP and concludes that it provides an adequate summary description of the program, as required by 10 CFR 54.21(d).
