Dear Timothy Tate:
The U.S. Nuclear Regulatory Commission (NRC) staff has reviewed your submittal dated January 20, 2025 (Agencywide Documents Access and Management System [ADAMS]
Accession No. ML25020A006), as supplemented by emails dated April 15 and April 21, 2025, (ML25121A195), transmitting your request to increase the maximum enrichments at the Richland, Washington Facility from 5.0 to 6.5 weight percent Uranium-235 enrichments.
The NRC staffs review is documented in the safety evaluation report, which is provided in to this letter. The staff concluded that the requested changes provide reasonable assurance of subcriticality under normal and all credible abnormal conditions provide reasonable assurance of adequate protection against the risk of criticality accidents and otherwise satisfy the requirements of Title 10 of the Code of Federal Regulations (10 CFR),
Part 70. Materials License SNM-1227 is hereby amended to include the changes to chapter 5.0, Nuclear Criticality Safety. Please provide a complete copy of the updated License Application including the changed pages for chapter 5.0 within 20 days of the date of this letter. to this letter provides the publicly available pages of the amended license. to this letter provides the non-publicly available page of the amended license.
This letter concludes action on this submittal, and Enterprise Project Identification Number L-2025-LLA-0009 is considered CLOSED.
Documents transmitted by this letter contain security related information. When separated from Enclosures 1 and 3, this letter and Enclosure 2 are decontrolled.
