Dear Director Warden:
Enclosed is export application, XSNM3863, which was received by the U.S. Nuclear Regulatory Commission on February 10, 2026. In this export license application, Framatome Inc. is seeking approval to export 15,000 kilograms (kgs) of uranium, enriched up to 4.1%, containing 615 kgs of uranium-235 in the form of uranium dioxide (UO2) powder to Japan for use as reload fuel at Takahama Nuclear Power Station.
Assurances from Japan that the material will be subject to all the terms and conditions of the agreement for nuclear cooperation are required. Your assistance in obtaining the necessary assurances will be appreciated.
Please note that the material has obligations from EURATOM and Canada.
