OF MEETING ON FEBRUARY 19, 2026, WITH HOLTEC DECOMMISSIONING INTERNATIONAL TO DISCUSS NATIONAL HISTORIC PRESERVATION ACT SECTION 106 CONSULTATION AND MEMORANDUM OF AGREEMENT SCHEDULE FOR THE OYSTER CREEK NUCLEAR GENERATING STATION LICENSE TERMINATION PLAN The U.S. Nuclear Regulatory Commission (NRC) staff conducted a meeting with Holtec Decommissioning International (HDI), the licensee, on February 19, 2026, concerning the National Historic Preservation Act (NHPA) Section 106 consultation for the Oyster Creek Nuclear Generating Station license termination plan (LTP). Attendees included staff from the NRC, staff from HDI, and staff from HDIs consultants, Enercon and SEARCH.
The purpose of this meeting was to discuss HDIs draft forms and maps for the New Jersey State Historic Preservation Office (NJ SHPO) and to go over a schedule for NHPA Section 106 consultation and potential Memorandum of Agreement (MOA). Ahead of the meeting, the NRC staff were able to review HDIs shared drafts of the supplemental information requested by the NJ SHPO in their January 15, 2026, letter (Agencywide Documents Access and Management System Accession No. ML26026A103). The NRC staff discussed various edits to be made to those forms and maps, including making the maps clearer and adding dates to the table of site buildings. An outstanding item that arose from this discussion was whether the NJ SHPO would need HDI to update the boundary on the historic district overlay form requested by the NJ SHPO. The NRC staff agreed to find out from the NJ SHPO and relay that information promptly.

The meeting continued with the NRC staff presenting a draft schedule for the completion of an MOA to resolve adverse effects. The schedule, enclosed here, was discussed with a focus on HDIs roles and responsibilities. The NRC staff emphasized the aggressive design of the schedule, highlighting that delays early in the schedule could result in cascading impacts and additional delay. The NRC team also pointed out that the LTP approval could not be issued until the MOA was signed, emphasizing the need to stay within the schedule.
The meeting concluded with planning for future meetings and going over the action items.
Foremost of which was for the NRC staff to find out from the NJ SHPO the extent of the historic district boundary as it related to the required overlay form. The NRC staff, HDI, and the consultants then discussed the path forward for submitting the final version of the supplement to the architectural survey report once NRC staff receive clarity from the NJ SHPO.
