SITE INSPECTION FOR LICENSE RENEWAL AND REQUEST FOR
INFORMATION (05000397/2026012)
Dear Robert Schuetz:
On April 20, 2026, the U.S. Nuclear Regulatory Commission (NRC) will begin a Post-Approval
Site Inspection, Phase 3, for License Renewal for your facility. One inspector will perform this
one-week inspection remotely in accordance with NRC Inspection Procedure 71003. This
inspection focuses on activities associated with license renewal: implementation of aging
management programs, regulatory commitments, as well as any tests or inspections of
structures, systems, or components which are only accessible at reduced power levels.
To minimize the inspection impact on the site and to ensure a productive inspection for both
parties, we have enclosed a request for information needed for the inspection. It is important
that all these documents are up to date and complete to minimize the number of additional
documents requested during the preparation and/or the on-site portions of the inspection.
Please provide this information electronically to the lead inspector. The information request has
two groups:
The first group lists information necessary for our inspection scoping and in-office
preparation activities. During the in-office preparation activities, the inspector will identify as
much as possible the information and activities to be reviewed during the inspection.
This information should be provided to the lead inspector.
The schedule for the inspection is as follows:

The documents and information requested below should generally be made available to the
inspector for use off-site. Electronic format is the preferred media, preferably in a searchable
format. Electronic media should contain descriptive names and be indexed and hyperlinked to
facilitate ease of use. Information in lists should contain enough information to be easily
understood by someone who has knowledge of light water reactor technology. If electronic
media is made available via an internet based remote document management system, then the
remote document access must allow inspectors to download, save, and print the documents in
the NRC's regional office. Electronic media on compact disc or paper records (hard copy) are
acceptable. At the end of the inspection, the documents in the team's possession will not be
retained.
This document request is based on typical documents that a generic plant might have. As such,
this document request is not meant to imply that any specific plant is required to have all of the
listed documents. In addition, your plant specific document titles may vary from the document
titles listed below. We also request that the information provided be sorted by the list below.
I.
Documents requested prior to off-site inspection April 13, 2026, (Week Prior to
Inspection week)
1.
Provide a list of license renewal commitments linked to the applicable aging
management programs (Lube Oil System, Selective Leaching, Water Control Structures,
and IWE containment ISI), including the completion status for each commitment.
2.
Provide a comprehensive list of aging management programs, along with copies of the
program basis documents and a summary of tracking items for the programs detailed
above.
3.
For aging management programs that were previously open, provide documentation of
completed actions as specified in COLUMBIA GENERATING STATION - LICENSE
RENEWAL PHASE 2 REPORT 05000397/2023011 ML23277A181.
4.
Provide details of Lube Oil System aging management program components that have
been inspected or replaced since the Phase 2 inspection referenced in ML23277A181.
5.
Provide documentation of the Water Control System programs resolution of CR 449773
and procedure ENG-PRG-09.
6.
Provide all procedures, work orders, examination data, drawings, and corrective actions
related to the outer containment vessel shell inspection, as detailed in ML23277A181.

Copies of any corrective action documents generated because of the inspectors
questions or queries during this inspection.
2.
Copies of the list of questions submitted by the inspector and the status/resolution of the
