LUCIE PLANT, UNITS 1 AND 2 (DOCKET NUMBERS: 50-335 AND 50-389)

The U.S. Nuclear Regulatory Commission (NRC) staff is conducting a review of the environmental effects of the proposed subsequent renewal of the renewed facility operating licenses for St. Lucie Plant, Units 1 and 2 (St. Lucie) for an additional 20 years. St. Lucie is operated by Florida Power & Light Company (FPL) and is located in St. Lucie County, Florida.
FPL submitted an application for St. Lucie subsequent license renewal (SLR) by letter dated August 3, 2021, pursuant to Title 10 of the Code of Federal Regulations (10 CFR) Part 54, Requirements for Renewal of Operating Licenses for Nuclear Power Plants. The SLR application is available through the NRCs Agencywide Documents Access and Management System (ADAMS), which is accessible at https://www.nrc.gov/reading-rm/adams.html, under Package Accession No. ML21215A314. FPLs environmental report included with the SLR application is available under ML21215A319 and the February 3, 2025 supplement to that report is available under ML25034A029. The current renewed facility operating licenses for St. Lucie, Units 1 and 2 expire on March 1, 2036, and April 6, 2043, respectively.
The NRC staff documented the results of its environmental review of the St. Lucie SLR application in the Generic Environmental Impact Statement for License Renewal of Nuclear Plants, Supplement 11, Second Renewal, Regarding Subsequent License Renewal for St. Lucie Plant, Units 1 and 2, Final Report, dated March 2026 (ML26070A148). The purpose of this letter is to provide you notice of the availability of this final supplemental environmental impact statement (EIS) and to document the NRCs conclusion of the National Historic Preservation Act of 1966, as amended (NHPA), Section 106 consultation consistent with Title 36 of the Code of Federal Regulations (36 CFR) Part 800.
By letters dated October 22, 2021, the NRC staff initiated NHPA Section 106 consultation, as appropriate, with and requested scoping comments from six Tribes (ML21287A094), the Florida State Historic Preservation Officer (SHPO) (ML21287A113), and the Advisory Council on Historic Preservation (ACHP) (ML21286A622). These letters also included notification of the NRC staffs intent, in accordance with 36 CFR 800.8(c), to comply with its obligations under NHPA Section 106 through the National Environmental Policy Act of 1969, as amended, March 17, 2026

process. Thereafter, by letters dated December 22, 2025, the NRC staff notified the six Tribes (ML25258A017), the Florida SHPO (ML25258A006), and the ACHP (ML25258A005) that the draft supplemental EIS for the St. Lucie SLR application, which included the NRC staffs finding of no adverse effect to historic properties, was available for public comment. The Florida SHPO concurred with the NRC staffs finding by letter dated January 30, 2026 (ML26030A065). All information on NHPA Section 106 consultation is detailed in the final supplemental EIS in Section 3.6 and Appendix D.
