NOTICE OF AVAILABILITY OF THE DRAFT SUPPLEMENTAL ENVIRONMENTAL IMPACT STATEMENT REGARDING SUBSEQUENT LICENSE RENEWAL FOR ST. LUCIE PLANT, UNITS 1 AND 2 (DOCKET NUMBERS: 50-335 AND 50-389)

The U.S. Nuclear Regulatory Commission (NRC) staff is reviewing the environmental effects of the proposed subsequent renewal of the facility operating licenses for St. Lucie Plant, Units 1 and 2 (St. Lucie) for an additional 20 years. St. Lucie is operated by Florida Power & Light Company (FPL) and is located in St. Lucie County, Florida. FPL submitted an application for St.
Lucie subsequent license renewal (SLR) by letter dated August 3, 2021, pursuant to Title 10 of the Code of Federal Regulations (10 CFR) Part 54, Requirements for Renewal of Operating Licenses for Nuclear Power Plants. The SLR application is available through the NRCs Agencywide Documents Access and Management System (ADAMS), which is accessible at https://www.nrc.gov/reading-rm/adams.html, under Package Accession No. ML21285A110. The 2021 environmental report portion of the SLR application is available under ML21215A319 and the 2025 supplement to the application is available under ML25034A029.
On October 22, 2021, correspondence requesting scoping comments for the supplemental environmental impact statement (EIS) regarding St. Lucie SLR and initiating consultation under Section 106 of the National Historic Preservation Act of 1966, as amended (NHPA), was sent to six Tribes (ML21287A094), the Florida State Historic Preservation Officer (ML21287A113), and the Advisory Council on Historic Preservation (ML21286A622).
On August 6, 2024, the NRC published a final rule (89 FR 64166) revising its environmental protection regulation, 10 CFR Part 51, Environmental Protection Regulations for Domestic Licensing and Related Regulatory Functions. The final rule updated the potential environmental impacts associated with the renewal of an operating license for a nuclear power plant for up to December 22, 2025

an additional 20 years, for either an initial license renewal or one SLR term. Revision 2 of NUREG-1437, Generic Environmental Impact Statement for License Renewal of Nuclear Plants (ML24087A133), provides the technical basis for the final rule. The final rule became effective on September 5, 2024. Accordingly, consistent with its regulations and Commission direction, the NRC staff has prepared a draft EIS as a supplement to NUREG-1437 for the St.
Lucie SLR application.
In accordance with Title 36 of the Code of Federal Regulations (36 CFR) Section 800.8(c), the NRC is complying with Section 106 of the NHPA through the National Environmental Policy Act of 1969, as amended, process in lieu of the procedures set forth in 36 CFR 800.3 through 800.6. The NRC has determined that the area of potential effects for this SLR action is the St.
Lucie site and its immediate environs that may be impacted by ongoing routine maintenance and operational activities during the SLR term.
As discussed in the draft EIS, the NRC staffs preliminary determination is that SLR for St. Lucie would have no adverse effect to historic properties. Further, the NRCs preliminary recommendation is that the adverse environmental impacts of SLR for St. Lucie are not so great that preserving the option of SLR for energy-planning decision-makers would be unreasonable.
