By letter dated July 31, 2025 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML25212A024), as supplemented by [[letter::PNP 2026-003, Revised Relief Request Number RR 5-9, Proposed Alternative Section XI Code Requirement for Modification of Reactor Pressure Vessel Closure Head, Control Rod Drive Mechanisms and Incore Instrmentation Penetrations|letter dated January 16, 2026]] (ML26019A041), Holtec submitted a relief request for the Palisades Nuclear Plant.

Specifically, Holtec is requesting an alternative to modify the reactor vessel closure head (RVCH) control rod drive mechanism (CRDM) and InCore instrumentation (ICI) penetrations with a half-nozzle modification using inside diameter temper bead (IDTB) welding under Title 10 of the Code of Federal Regulations (10 CFR) 50.55a(z)(1). On September 12, 2025 (ML25255A326), the NRC staff notified you that your alternative request had been accepted for review and estimated a completion date by November 10, 2025, and 95 NRC staff hours to complete.

Due to ongoing work at the Palisades site related to this and several other relief requests, as well as unavailability of supplemental information until two additional addendums to this request for relief were submitted on January 16, 2026, which are currently under review by the NRC, the NRC staff was unable to meet the initially forecasted completion date of November 10, 2025. During recent routine interactions between myself and my Palisades Nuclear Plant licensing contact, Ms. Kami Miller, I informed her of the delay and reasons for the change in the schedule. The purpose of this email is to revise the schedule and staff hours estimate provided in the September 12, 2025, acceptance email.

The NRC staff has already identified the need to request additional information in relation to the supplemental information provided on January 16, 2026, which will be communicated to you by separate correspondence. Accordingly, the NRC staff estimates that this licensing request may take up to 260 NRC staff hours to complete and expects to complete its review by April 8, 2026.

These estimates could change due to several factors such as subsequent requests for additional information and an unanticipated addition of scope to the review. If there are emergent complexities or challenges in our review that would result in a change to the estimated completion date or significant changes in the estimated hours, the reasons for the change, as well as a revised estimate, will be communicated during routine interactions with the assigned project manager.

The change in the estimated completion date and estimated hours was approved by the Deputy Director for the Division of Operating Reactor Licensing.
