By letter dated February 9, 2026, the U.S. Nuclear Regulatory Commission (NRC or the Commission) has issued the amendment to revise the emergency action level (EAL) scheme in response to your application dated May 12, 2025, as supplemented by letter dated January 12, 2026, for the Seabrook Station, Unit No. 1 (Seabrook).

This letter corrects Amendment No. 179 to Renewed Facility Operating License No. NPF-86, changing it to Amendment No. 177 to Renewed Facility Operating License No. NPF-86 for Seabrook Station, Unit No. 1.

A copy of the related safety evaluation is enclosed. Notice of Issuance will be included in the next Commissions monthly Federal Register notice.

The Nuclear Regulatory Commission (the Commission) has found that:

A.

The application for amendment filed by NextEra Energy Seabrook, LLC, et al.

(the licensee), dated May 12, 2025, as supplemented by letter dated January 12, 2026, complies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act), and the Commissions rules and regulations set forth in 10 CFR Chapter I; B.

The facility will operate in conformity with the application, the provisions of the Act, and the rules and regulations of the Commission; C.

There is reasonable assurance: (i) that the activities authorized by this amendment can be conducted without endangering the health and safety of the public, and (ii) that such activities will be conducted in compliance with the Commissions regulations; D.

The issuance of this amendment will not be inimical to the common defense and security or to the health and safety of the public; and E.

The issuance of this amendment is in accordance with 10 CFR Part 51 of the Commissions regulations and all applicable requirements have been satisfied.

  • NextEra Energy Seabrook, LLC is authorized to act as agent for the: Hudson Light & Power Department, Massachusetts Municipal Wholesale Electric Company, and Taunton Municipal Light Plant and has exclusive responsibility and control over the physical construction, operation and maintenance of the facility.

Accordingly, by Amendment No. 177, Facility Operating License No. NPF-86 is hereby amended to authorize revision to the Seabrook Station emergency plan as set forth in the licensees application dated May 12, 2025, as supplemented by letter dated January 12, 2026, and evaluated in the NRC staffs safety evaluation enclosed with this amendment.

This license amendment is effective as of its date of issuance and shall be implemented within 180 days of issuance.

SAFETY EVALUATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION RELATED TO AMENDMENT NO. 177 TO RENEWED FACILITY OPERATING LICENSE NO. NPF-86 NEXTERA ENERGY SEABROOK, LLC SEABROOK STATION, UNIT NO. 1 DOCKET NO. 50-443

1.0 INTRODUCTION

By application dated May 12, 2025 (Agencywide Documents Access and Management System Accession No. ML25132A013 ), as supplemented by letter dated January 12, 2026 (ML26012A290), NextEra Energy Seabrook, LLC (NextEra), requested U.S. Nuclear Regulatory Commission (NRC, the Commission) review and approval of a proposed license amendment request (LAR) to revise the Seabrook Station, Unit No.1 (Seabrook) Renewed Facility Operating License NPF-86, pursuant to Title 10 of the Code of Federal Regulations (10 CFR) 50.90, Application for amendment of license, construction permit, or early site permit. Specifically, the proposed LAR would revise Emergency Action Levels (EALs) for Initiating Condition (IC) HU4 in procedure ER 1.1, Classification of Emergencies, for Seabrook. A new fire detection system is to be installed inside the Seabrook Containment Building, which is different than the existing system and requires changes to EALs for IC HU4.

The supplemental letter dated January 12, 2026, provided additional information that clarified the application, but did not expand the scope of the application as originally noticed, or changed the NRCs original proposed no significant hazards consideration determination as published in the Federal Register (FR) on July 8, 2025 (90 FR 30113). The current EAL scheme for Seabrook was last approved via license amendment No. 152, issued on February 10, 2017 (ML16358A411), and follows the guidance in Nuclear Energy Institute (NEI) 99-01, Revision 6.

REGULATORY EVALUATION The regulatory requirements and guidance on which the NRC staff based its review are provided below.

EAL Regulations The planning standard of 10 CFR 50.47(b)(4) requires:
