SUBJECT:
CALENDAR YEAR 2025 BASELINE INSPECTION COMPLETION This memorandum communicates that, consistent with a triennial frequency, the requisite baseline inspections were completed in calendar year (CY) 2025 under inspection procedure (IP) 71130.03, Contingency Response - Force-on-Force Testing (Agencywide Documents Access and Management System Accession Number ML21012A329).
Seventeen sites were inspected under IP 71130.03 in CY 2025: Beaver Valley Power Station, Braidwood Station, Browns Ferry Nuclear Plant, Byron Station, Calvert Cliffs Nuclear Power Plant, Catawba Nuclear Station, Comanche Peak Nuclear Power Plant, Diablo Canyon Power Plant, Dresden Nuclear Power Station, Edwin I. Hatch Nuclear Plant, Fermi, McGuire Nuclear Station, Palo Verde Nuclear Generating Station, Perry Nuclear Power Plant, R.E. Ginna Nuclear Power Plant, and Watts Barr Nuclear Plant.
The Security Performance Evaluation Branch (SPEB) was unable to complete their inspection activities for IP 71130.03 at River Bend Station in CY 2025 due to an unplanned forced outage at the site.
Re-visit actions in accordance with Inspection Manual Chapter 0609, Appendix E, Part II, Force-on-Force Significance Determination Process, were completed at Sequoyah Nuclear Plant due to an ineffective FOF exercise outcome in CY 2023. reflects the completion status for each site as reported in the Reactor Programs System, Inspection Report 8. IP 71130.03 is considered complete with one sample.
Additionally, Nuclear Fuel Services (NFS), Inc., was inspected under IP 96001, NRC FOF Inspections at Category 1 Fuel Cycle Facilities (ML19043A930). reflects the completion status of this inspection as reported in the Reactor Programs System. IP 96001 is considered complete with two samples.
