Tuesday, February 3, 2026 9:35:00 AM Good morning Cesare,
Thank you for following up. The staff understand that the EP-EPZ topical report will be resubmitted as a white paper following this weeks discussion on design updates, to be reviewed for feedback in parallel with the source term white paper, with feedback requested 2 months after resubmittal.
The staff have stopped the acceptance review in progress for the EP-EPZ topical report based on this email, and we look forward to hearing more on design updates later this week!
Thank you, Jackie

[External_Sender] RE: RE: RE: Clarification on Scope of EP-EPZ Topical Report
Hi Jackie, We discussed this topic internally after our call this morning and decided that the most effective path is to turn this document into a Whitepaper/Technical report which can be considered by the Staff in parallel with the other WP Source Term Characterization Methodology, LTR-TINN-25-017 which will be further discussed this week considering the design changes. Soon after this week meeting, we can do an administrative resubmittal of these documents. If we can receive the Staff feedback on both documents within the next two months, that may support well the work we are doing for the PSAR.
Is this agreeable?
Cesare

If we can do Monday at 9:00AM ET, that would work for who needs to be in this call - I assume Krystsina and I at a minimum.

RE: RE: Clarification on Scope of EP-EPZ Topical Report
Hi Cesare,
Thank you again for providing the scope clarification below. The staff had a chance to align on potential paths for the TR and would like to have a half hour call early next week on the options with you and any other Terra Innovatum personnel you see fit.
It looks like on the NRC side, any half hour window between 9am and 12pm Eastern would work. Are there any times Monday morning that dont work for your team?
Thank you, Jackie

Jackie:
One more question: considering this is a TR, how we should proceed formally? Should we create an edited (with track changes) version that we share via BOX with the reviewers and once reviewed we create the Revision 1?
Thank you, Cesare

RE: Clarification on Scope of EP-EPZ Topical Report
Hi Jackie,
After the discussion at the meeting in December with the Staff, we understood that the approach is to justify the elimination of the EPZ for SOLO. This is the primary area where we seek feedbacks. Therefore, Appendix 1 of the TR is out of scope at this point.
With regards to Appendix E.II to 10 CFR Part 50 requirements, these are specific to the FOAK site and they will be handled directly in the PSAR, or CPA.
Please let me know if this address fully your questions.
- Regards,
Cesare

Clarification on Scope of EP-EPZ Topical Report
Hi Cesare,
Yesterday I mentioned that the staff are looking for clarification on the scope of Terra Innovatums EP/EPZ sizing topical report. Additional context and specific questions are below.
Section 1.2 of the TR, Scope, states that the TR is intended to address PSAR section 12.7, Emergency Planning, but this seems to conflict with section 1.4 of the TR, Request for NRC, which limits the request to confirmation of the EPZ sizing content and includes a statement that the EP itself will be provided in the PSAR. Section 3 of the TR, SOLO MMR Emergency Plan, refers to 10 CFR 50.34(a)(10) and Appendix E to 10 CFR Part 50, however the request in section 1.4 doesnt clearly state which regulation(s) the TR intends to meet through confirmation of the EPZ sizing methodology.
- 1. What specific part(s) of Appendix E.II to 10 CFR Part 50 does Terra Innovatum intend for the NRC to evaluate against?
- 2. Is Terra Innovatum seeking feedback on Appendix 1 of the TR, Preliminary Emergency Plan, or is it out of scope as suggested by section 1.4?
Clarification on these items will help to de-risk the acceptance process. If you have any follow up questions or would like to discuss next week, please let me know.
Thank you,
Jacqueline Tulip Project Manager, NRR/DANU/UAL1 U.S. Nuclear Regulatory Commission 301-415-5243
