Dear Mr. Devaser:
Holtec International appreciates the NRCs ongoing review of the application to amend and renew Certificate of Compliance (CoC) 71-9367 for the HI-STAR 180D Transport System.
During the call that took place on 01/07/2026 between Holtec and NRC, which is summarized in Reference [1], the NRC staff expressed the need for additional clarifications to support acceptance review of Amendment 3 for the HI-STAR 180D Certificate of Compliance No. 9367. Following that meeting, Holtec provided draft clarification responses prior to a second meeting, and Holtecs responses and position were expressed and further clarified during this aforementioned second call which is summarized in Reference [2]. This letter provides the formal responses to those clarification requests. Enclosure 1 to this letter contains clarification request responses in proprietary form and Enclosure 2 contains clarification request responses in non-proprietary form.

Attachments 3 and 4 contain the revised SAR in proprietary and non-proprietary forms. contains revised thermal analysis which incorporates the new design temperature, and similarly the Holtite-B sourcebook was revised to incorporate the new Holtite-B design temperature in Enclosure 6.
contains the proposed changes to the Certificate of Compliance (CoC) consistent with revision of the SAR enclosed in this submittal.
is an affidavit prepared in accordance with 10 CFR 2.390 requesting that Enclosures marked as Holtec proprietary be withheld from public disclosure.
