By letter dated January 12, 2026 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML26012A057), Constellation Energy Generation, LLC (CEG, licensee) submitted a request for exemption from 10 CFR 50.82(a)(8)(i) and (ii) for Dresden Nuclear Power Station, Units 2 and 3, and Quad Cities Nuclear Power Station, Units 1 and 2, to establish and fund subaccounts within the respective nuclear decommissioning trusts (NDTs).

The purpose of this e-mail is to provide the results of the U.S. Nuclear Regulatory Commission (NRC) staffs acceptance review of the exemption request. Based on our review, we believe the licensees submittal contains sufficient information that would allow the NRC staff to initiate and complete a detailed technical analysis, and make an independent assessment regarding the request for CEG to establish and fund subaccounts within the respective nuclear decommissioning trusts that would not be part of the funds necessary to provide funding assurance per 10 CFR 50.75. Given the lesser scope and depth of the acceptance review as compared to the detailed technical review, there may be instances in which issues that impact the NRC staffs ability to complete the detailed technical review are identified despite completion of an adequate acceptance review. If additional information is needed, you will be advised by correspondence.

Since this request involves review for two Constellation sites, the review typically would require a higher level of effort than a single site. However, by applying the NRC staffs Graded Estimate Method, the NRC staffs estimate for this review is 90 hours0.00104 days <br />0.025 hours <br />1.488095e-4 weeks <br />3.4245e-5 months <br /> (which is a significant reduction from this type of review). As requested, the NRC staff expects to complete the review by June 1, 2026 (as May 31, 2026, falls on a Sunday). If emergent complexities or challenges arise during the NRC staffs detailed review that affect the initial forecasted completion date or result in significant changes to the estimated review hours, the reasons for those changes along with updated estimates will be communicated during routine interactions with the assigned project manager. These estimates are based on the NRC staffs initial review of the application and may change due to several factors, including requests for additional information and unanticipated expansion of the review scope. Additional delay may occur if the submittal is provided to the NRC in advance or in parallel with industry program initiatives or pilot applications.
