Dear Mr. Feltner:

By letter dated March 31, 2025 (Agencywide Documents Access and Management System (ADAMS) Package Accession No. ML25090A057), Long Mott Energy, LLC. (LME), submitted an environmental report (ER) (ADAMS ML25090A063) in support of a construction permit (CP) application. The staff is preparing an environmental assessment (EA) to evaluate the environmental impacts from the proposed action. On May 12, 2025, the U.S. Nuclear Regulatory Commission (NRC) staff sent LME a letter accepting the Long Mott Generating Station CP application for detailed review (ADAMS ML25115A247). A notice of the acceptance for docketing was published in the Federal Register on May 2, 2025 (90 FR 18874).

As part of the NRCs environmental review, the staff is conducting an environmental regulatory audit. The audit is being conducted during the environmental review with the intent to gain understanding, verify information, and to identify information required to support the basis of the licensing or regulatory decisions necessary for issuance of a CP, in accordance with the environmental regulatory audit plan issued August 28, 2025 (ADAMS ML25240B607).

During the environmental site audit, the NRC reviewed documents that were made available on the applicants electronic information portal in response to the NRC information needs. The NRC discussed information needs for each resource area with LME personnel to gather information that will likely be used in the EA, as well as identify the potential need for requests for additional information (RAIs), and/or requests for confirmatory information (RCIs) to address unresolved issues. With letters dated October 17th (ADAMS Package Accession No. ML25290A123) and October 24, 2025, (ML25297A164), LME submitted supplemental information to the ER. As requested by LME, the NRC staff has developed the three RAIs detailed in Enclosure to further the timely development of the EA. The NRC requests that LME submit the information described in these RAIs within 30 days of the date of this letter.

Enclosure REGULATORY BASIS Long Mott Energy submitted an Environmental Report (ER), ML25090A063, as part of its CP application in accordance with 10CFR Part51, Environmental Protection Regulations for Domestic Licensing and Related Regulatory Functions. The Nuclear Regulatory Commissions (NRC) regulations at 10 CFR Part 51, which implement Section 102(2) of the National Environmental Policy Act (NEPA) of 1969, include requirements for applicants to provide information as may be useful in aiding the NRC staff in complying with NEPA, and other federal consultation obligations such as Section 106 of the NHPA and Section 7 of the Endangered Species Act and the Clean Air Act (CAA).

REQUIREMENT: 10 CFR 51.45(c) requires that the ER includes a description of the affected environment, contains sufficient data to aid the Commission in its development of an independent analysis, and an analysis that considers and balances the environmental effects of the proposed action. Per NRC Regulatory Guide 4.2, this should include:

An evaluation of the radiological consequences to the environment from potential accidents at the proposed site. The description of the design-basis accidents considered should include site-specific data and realistic meteorology (i.e., 50th percentile atmospheric dispersion) based on accident release assumptions described in the PSAR/FSAR.

A discussion of greenhouse gases and estimates of yearly emissions associated with building the plant.

A description of impacts to the land resulting from generation, handling and disposal of nonradioactive waste during building of the project. The description should include a general description of onsite waste expected to be generated, including types and approximate quantities.

2 REQUESTS FOR ADDITIONAL INFORMATION Long Mott Generating Station Environmental Review Docket No. 50-614 EPID L-2025-LNE-0000 The following requests for additional information identify information needed by the U.S. Nuclear Regulatory Commission (NRC) staff to complete its environmental review of the submittals necessary to review the construction permit application for the Long Mott Generating Station (LMGS).

Postulated Accidents:

ACC-5 Please provide an updated Table 5.13.1-12 that is consistent with PSAR Table 3.2-5 providing both the safety dose, air dispersion conversion factor, and environmental dose. Please indicate if the calculated environmental dose is on a per module or total module basis for each DBA sequence.

Air Quality and Meteorology:

AQ-4 Please provide 1) the estimated air emissions for criteria pollutants and greenhouse gases generated during LMGS construction from the various sources identified in ER Section 4.4.5.3, or 2) some mechanism to supplement the ER information and determine the total LMGS construction emissions, or 3) bounding estimates, with an appropriate basis, for LMGS construction emissions.

Waste - Non-Radiological:

WRN-1 Please provide an estimate of the quantities of non-hazardous waste that will be generated during the construction of the LMGS.
