FRAMATOME LICENSEE PERFORMANCE REVIEW (NUCLEAR REGULATORY COMMISSION INSPECTION REPORT 07001257/2026005)
Dear Brian Vance:
The U.S. Nuclear Regulatory Commission (NRC) staff in our Region II office, the Office of Nuclear Material Safety and Safeguards, and the Office of Nuclear Security and Incident Response completed a licensee performance review of the Framatome, Richland fuel fabrication facility inspection results and facility performance in conducting NRC-licensed activities. The review covered the period of January 1, 2024, through December 31, 2025. The performance of Framatome was evaluated in the following performance areas: Safety Operations, Safeguards, Radiological Controls, Facility Support, and Other Areas.
Overall, the staff determined that Framatome has continued to conduct activities safely and securely and in a manner that protects public health and the environment. Based on our review of activities, no area needing improvement was identified for the areas of Safety Operations, Safeguards, Radiological Controls, Facility Support, and Other Areas. Therefore, the NRC plans to conduct the core inspection program for a Category III Fuel Facility as described in NRC Inspection Manual Chapter 2600 Appendix B, NRC Core Inspection Requirements, for the period of January 1, 2026, to December 31, 2027. A two-year assessment cycle will be maintained due to the potential for major modifications. Because there was no Area Needing Improvement (ANI) identified in, no separate letter will be issued for Safeguards, nor will a public meeting be held.
In accordance with 10 CFR 2.390 of the NRC's "Rules of Practice and Procedure," a copy of this letter and its Enclosure will be available electronically for public inspection in the NRC Public Document Room or from the NRC's document system (ADAMS), accessible from the NRC Web site at http://www.nrc.gov/reading-rm/adams.html#web-based-adams.
