SUMMARY
JANUARY 14, 2026 This memorandum accompanies a summary of the 42nd meeting of the Agencywide Documents Access and Management System (ADAMS) User Group. This public meeting took place virtually on Wednesday, January 14, 2026, through the Public Document Room of the U.S. Nuclear Regulatory Commission.

Title:
Agencywide Documents Access and Management System (ADAMS) User Group Meeting Meeting Identifier: ADAMS Accession No. ML25344A424 Date of Meeting: Wednesday, January 14, 2026 Location: Microsoft Teams Web Conference Type of Meeting: Category 3 Purpose of the Meeting(s): To discuss issues related to public access to ADAMS, in particular the recent release of version 1.2.0 of the ADAMS Public Search (APS) application.
Welcome and overview of Public Document Room contact information:
Anne Goel (Nuclear Regulatory Commission, Office of the Chief Information Officer, Data, Information Management and Enterprise Governance Division) welcomed everyone to the ADAMS User Group meeting.
In addition to the NRC Library Team, staff and contractors from Office of the Chief Information Officer, IT Services Development and Operations Division were in attendance as well as four other NRC staff and approximately 72 members of the public, representing a variety of organizations.
A reminder about various methods of contacting the Public Document Room (PDR) for any questions about ADAMS was provided and the displayed slide contained the phone numbers, email address, and web contact form link for the PDR.
APS version 1.2.0 was released on December 5, 2025, and this meeting is being held to go through the features, enhancements, and bug fixes related to the release.
ADAMS Public Search release 1.1.0 details (features, enhancements, and bug fixes) and demonstration:
The IT Services Development and Operations Division personnel covered the material on slide 3 for APS Release 1.2.0. A live demonstration of these features was subsequently performed.
4 New Features and Enhancements covered:
- 1. ADAMS Public Search API: We have launched a new API tool to facilitate programmatic access to ADAMS publicly available documents.
- 2. Negative Search Operators: You can now exclude specific terms from your search results using negative operators such as Does Not Contain, Does Not Equal.
- 3. Enhanced Document Properties: The "PackagesFiledIn" field is now visible within Document Properties, allowing users to see the package a document belongs to.
- 4. Timestamp Search: Advanced Search now includes the capability to search by specific timestamps, allowing for more granular chronological filtering.
- 5. Date Added Timestamps: Search results now display "Date Added with timestamp for better tracking of newly added documents.
- 6. Time zone: The timestamp on Date fields is displayed in Eastern Standard Time (EST) instead of GMT
- 7. Single Character Token Matching: Improved search indexing now supports matching for single-character tokens, increasing the accuracy of short-string queries.
- 8. Estimated Page Count: A new property for "Estimated Page Count" has been added to both Column selection and Reporting options.
Bug Fixes covered:
- 1. Search Parity: Fixed a discrepancy where certain queries (e.g., MATPRO) returned fewer results in APS compared to WBA.
- 2. Exact Title Matching: Resolved an issue where the "Equals" operator search for titles (e.g., "Fire Safety Analysis") was not returning exact matches.
ADAMS Public Search public user feedback/queries:
IT Services Development and Operations Division personnel continued the meeting by addressing public feedback received since the last ADAMS User Group meeting in May 2025.
These questions and NRC responses can be found on slides 5-8 of the meeting slides.
Next on the horizon for ADAMS Public Search:
Decommissioning of WBA User Interface - scheduled for early February 2026. More communication will be released to the ADAMS User Group and on the NRC public web site soon.
Application Programing Interface (API) o New APS API - released on December 5, 2025, and NRC encourages feedback o Existing WBA API - decommissioning scheduled for June 2026, but not before the new APS API has been actively used and adopted by the user community.

As time remained and there was interest from the user Group to see a demonstration of the new APS API so the IT Services Development and Operations Division personnel provided a live demonstration.
The API can be accessed from the Help Info Items menu in the upper right corner of the APS page as well as from the NRC For Developers page at https://www.nrc.gov/site-help/developer

Questions from the ADAMS User Group:
Several questions were asked by the user group throughout the meeting in the Microsoft Teams chat. A summary of the questions and responses is as follows:
Q: Has testing been done to ensure that APS returns the same number of results as WBA for any given search?
A: Yes, comparison testing has occurred and has shown identical results between the applications. An explanation for differing results may be if both Public Main Library and Public Legacy Library are both selected in the APS system, the results set could be larger than a WBA results set for only Public Main Library. If this is not the case, please send any such example search discrepancies to the Public Document Room for further review.
Q: Can the ML number in the Packages Filed In property field be made into a hyperlink?
A: This request will be added to the backlog and will be considered for upcoming development cycles of APS.
Q: I have not been able to get the Copy Search function to work and reopened searches appear blank.
A: This may be user network-related issue. A direct link provided in the meeting chat successfully worked for the user, suggesting a potential interface bug specific to the user.
Q: Can we have cross links to any historical documents from one document so it would be easier for users to understand the history and whole process? Could you work on metadata in the future, for example, on Palisades restart? Not necessarily a package or docket, just when you click on one document you can also easily find others.
A: This is currently outside the project scope and is not supported by the existing metadata structure.
Q: I was not able to sort the documents on a certain docket by date.
A: Staff demonstrated the correct order of operations for the APS sort function, noting it differs from the WBA "click-the-column" method.
Q: The "hover to reveal" title feature can be inefficient for users reviewing 50 to 100 similarly-titled documents (e.g., UFSAR searches) as compared with the Document Title word-wrapping used in WBA.
A: There is a functional reason for not choosing word-wrapping of Document Titles in APS, which is that in the user interface, titles over 110 characters will disproportionately increase the height of the row and cause scrolling and consistency issues with the other search results. Users can hover over each title to view the full title. Additionally, results can be exported to Excel for further adjustment of the Document Titles.
6 Q: Does the Public Document Room have a list of Waste Management Files for the dockets that start with "WM"? Some of the WM files are former uranium mill sites that are now under the Department of Energy jurisdiction. The former Mill site dockets are in the list of dockets for High Level Waste and Low Level Waste Docket Numbers at https://www.nrc.gov/reading-rm/adams/help-reference#ListofLicenses, even though they are not high level or low level waste sites, they are former uranium mill sites.
A: The Public Document Room will work with the NRC Office of Nuclear Material Safety and Safeguards to update the list of the High Level and Low Level Waste Docket Numbers.
Q: The docket lists at https://www.nrc.gov/reading-rm/adams/help-reference#ListofLicenses do not have pre-application dockets for nuclear reactors.
Those dockets used to start with PROJ (for projects). The pre-application dockets now start with 999.
A: The Public Document Room will work with the NRC Office of Nuclear Reactor Regulation to provide a link to a list of the pre-application docket numbers.
Q: Is it possible to see more than 100 results on a single page? WBA can display up to 500 per page.
A: The current limit is set to 100 results to maintain system performance. Users needing larger datasets are encouraged to use the Report function to export data to Excel.
Q: Will we bring back the document file size?
A: On further review after the conclusion of the meeting, it was determined that metadata to retrieve document content size is available, and so this request will be added to the backlog and will be considered for upcoming development cycles of APS.
Q: Is there an explanation of the property or field names in the APS User Guide or APS API Development Guide? Are the property or field names the same in APS as in the APS API?
A: The Glossary, accessible via the "Help" menu contains definitions of the APS property names and these also correlate to the property or field names used in the APS API.
There are no terms after the letter P in the Glossary because there are no property names beginning with the letters Q-Z. NRC will consider adding definitions on the API Developer Portal page so that users can view these along with request and response attributes instead of referring back to the API User Guide.
Closing remarks and adjournment:
NRC encourages the continued use of APS as WBA will be retired in February. A reminder to update bookmarks and saved search links for WBA to comparable links in APS. NRC continues to accept public feedback APS and make improvements as is practicable. A reminder of the Public Document Room comment form and about joining the ADAMS User Group email listserv was provided. NRC plans to hold another ADAMS User Group meeting sometime in the Fall of 2026.
