Date: Friday, January 23, 2026 2:33:00 PM Mr. Boehmisch, By application dated November 11, 2025, (Agencywide Documents Access and Management System Accession No. ML25315A016), Vistra Operations Company, (the licensee) requested changes to the Technical Specifications (TSs) for Comanche Peak Nuclear Power Plant (CPNPP), Units 1 and 2 to Adopt TSTF-547, "Clarification of Rod Position Requirements".

The purpose of this e-mail is to provide the results of the U.S. Nuclear Regulatory Commission (NRC) staffs acceptance review of this amendment request. The acceptance review was performed to determine if there is sufficient technical information in scope and depth to allow the NRC staff to complete its detailed technical review. The acceptance review is also intended to identify whether the application has any readily apparent information insufficiencies in its characterization of the regulatory requirements or the licensing basis of the plant.

Consistent with Section 50.90 of Title 10 of the Code of Federal Regulations (10CFR), an application for an amendment to a license (including the TS) must fully describe the changes requested, and following as far as applicable, the form prescribed for original applications.

Section 50.34 of 10 CFR addresses the content of technical information required. This section stipulates that the submittal address the design and operating characteristics, unusual or novel design features, and principal safety considerations.

The NRC staff has reviewed your application and concluded that it provides technical information in sufficient detail to enable the staff to complete its detailed technical review and make an independent assessment regarding the acceptability of the request in terms of regulatory requirements and the protection of public health and safety and the environment.

Given the lesser scope and depth of the acceptance review, as compared to the detailed technical review, there may be instances in which issues that impact the staffs ability to complete the detailed technical review are identified despite completion of an adequate acceptance review. You will be advised of any further information needed to support the staffs detailed technical review by separate correspondence.

The NRC staff evaluated precedents related to this request employing the Graded Estimate Method (GEM) for licensing actions, which was discussed with industry during a public workshop on August 5, 2025 (ML25217A212). The NRC staff determined this application meets the GEM Limited review definition. Based on the GEM approach, the review time estimate for this review is 160 hours0.00185 days <br />0.0444 hours <br />2.645503e-4 weeks <br />6.088e-5 months <br />, completing the review by June 30, 2026 (6 months). If achieved, this represents approximately a 20% reduction in estimated hours and a 33% reduction in review time. These estimates are based on the NRC staffs initial review of the application, which could change due to several factors including requests for additional information, and unanticipated addition to the scope of the review. Additional delay may occur if the submittal is provided to the NRC in advance of or in parallel with industry program initiatives or pilot applications.
