By submittal dated November 25, 2025, (Agencywide Documents and Access Management System (ADAMS) Accession Nos. ML25329A070 (Non-Proprietary) and ML25329A072 (Proprietary)), Florida Power & Light (the licensee) requested Licensing Basis Change in Support of St. Lucie Unit 1 Transition to 24-Month Fuel Cycles. The proposed license amendment would revise the St. Lucie Unit 1 Technical Specifications (TS) by increasing in accordance with NRG Generic Letter (GL) 91-04 (ML031140501), certain Surveillance Requirement (SR) frequencies specified in the Surveillance Frequency Control Program (SFCP) in support of a proposed transition to 24-month fuel cycles.

The purpose of this correspondence is to provide the results of the U.S. Nuclear Regulatory Commission (NRC) staffs acceptance review of this amendment request.

The acceptance review was performed to determine if there is sufficient technical information in scope and depth to allow the NRC staff to complete its detailed technical review. The acceptance review is also intended to identify whether the application has any readily apparent information insufficiencies in its characterization of the regulatory requirements or the licensing basis of the plant.

Consistent with Section 50.90 of Title 10 of the Code of Federal Regulations (10 CFR), an amendment to the license (including the TSs) must fully describe the changes requested, and following as far as applicable, the form prescribed for original application. Section 50.34 of 10 CFR addresses the content of technical information required. This section stipulates that the submittal address the design and operating characteristics, unusual or novel design features, and principal safety considerations.

The NRC staff has reviewed your application and concluded that it includes technical information in sufficient detail to enable the NRC staff to complete its detailed technical review and make an independent assessment regarding the acceptability of the proposed amendment in terms of regulatory requirements and the protection of public health and safety and the environment. Given the more limited scope and depth of the acceptance review compared to the detailed technical review, issues that affect the NRC staffs ability to complete the technical review may still be identified despite the acceptance review being deemed adequate. If additional information is needed, you will be notified by separate correspondence.

For this request, the staff used the graded estimate method (GEM) for licensing actions, which was discussed with industry during a public workshop.on August 5, 2025 (ML25217A212). Consistent with this guidance, the staff estimates that this review will require 500 hours0.00579 days <br />0.139 hours <br />8.267196e-4 weeks <br />1.9025e-4 months <br /> and expects to complete its review by October 16, 2026.

If successful, this would represent an approximate 49% reduction in resources compared to the average for similar one-time license amendment requests completed from FY2020 to the present.

These estimates are based on the staffs initial review of the request and could change due to several factors including requests for additional information and unanticipated addition of scope to the review. If there are emergent complexities or challenges in our review that would cause changes to the initial forecasted completion date or significant changes in the forecasted hours, the reasons for the changes, along with the new estimates will be communicated, during our routine interactions.
