EDWIN I. HATCH NUCLEAR PLANT, UNIT 2 - CORRECTION OF AMENDMENT NO. 197 REGARDING LICENSE AMENDMENT REQUEST REGARDING REFUELING INTERLOCKS (TAC NOS. MD4444 AND MD4445)

Dear Ms. Coleman:

On October 4, 2007, the U.S. Nuclear Regulatory Commission (NRC) issued Amendment No. 197 (Agencywide Documents Access and Management System (ADAMS) Package Accession No. ML072410048) to Renewed Facility Operating License (RFOL) NPF-5 for the Edwin I. Hatch Nuclear Plant (Hatch), Unit 2.

Amendment No. 197 revised Hatch, Unit 2, Technical Specification (TS) Limiting Condition for Operation (LCO) 3.9.1, Refueling Equipment Interlocks.

A typographical error was made on the issuance of TS pages 3.9-1 and 3.9-2. The page header for TS 3.9.1 states:

B 3.9.1 The page header for TS 3.9.1 should state:

3.9.1 Consistent with NRC staff guidance dated January 16, 1997 (ML103260096), and based on the NRCs policy established by SECY-96-238, these errors can be corrected by a letter to the licensee from the NRC staff. These changes do not affect the NRC decision approving amendment No. 266 and do not affect the No Significant Hazards Consideration as published in the Federal Register.

Enclosed please find corrected Hatch, Unit 2, TS pages TS 3.9-1 and TS 3.9-1.

Refueling Equipment Interlocks 3.9.1 HATCH UNIT 2 3.9-1 Amendment No. 197 3.9 REFUELING OPERATIONS 3.9.1 Refueling Equipment Interlocks LCO 3.9.1 The refueling equipment interlocks shall be OPERABLE.

APPLICABILITY:

During in-vessel fuel movement with equipment associated with the interlocks.

ACTIONS CONDITION REQUIRED ACTION COMPLETION TIME A.

One or more required refueling equipment interlocks inoperable.

A.1 Suspend in-vessel fuel movement with equipment associated with the inoperable interlock(s).

OR A.2.1 Insert a control rod withdrawal block.

AND A.2.2 Verify all control rods are fully inserted.

Refueling Equipment Interlocks 3.9.1 HATCH UNIT 2 3.9-2 Amendment No. 210 SURVEILLANCE REQUIREMENTS SURVEILLANCE FREQUENCY SR 3.9.1.1 Perform CHANNEL FUNCTIONAL TEST on each of the following required refueling equipment interlock inputs:

a.

All-rods-in,

b.

Refuel platform position,

c.

Refuel platform fuel grapple, fuel loaded,

d.

Refuel platform fuel grapple full-up position,

e.

Refuel platform frame-mounted hoist, fuel

loaded,
f.

Refuel platform trolley-mounted hoist, fuel loaded, and

g.

Service platform hoist, fuel loaded.
