SUMMARY

OF JANUARY 14, 2026, PRE-SUBMITTAL PUBLIC MEETING WITH VIRGINIA ELECTRIC AND POWER COMPANY REGARDING PROPOSED LICENSE AMENDMENTS TO EXTEND THE EMERGENCY DIESEL GENERATOR ALLOWED OUTAGE TIME TO SUPPORT CABLE REPLACEMENT TO THE 1H EMERGENCY BUS FOR SURRY POWER STATION, UNIT 1 (EPID L-2025-LRM-0156)

Dear Mr. Carr:

On January 14, 2026, an observation public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives of Virginia Electric and Power Company (the licensee) via a webinar. The purpose of the meeting was for the licensee to discuss its proposed license amendment request (LAR) for a one-time change to Technical Specification (TS) 3.16, Emergency Power System, Action B.1.a.3 to extend the Emergency Diesel Generator (EDG) TS allowed outage time (AOT) from 7 days to 14 days to support replacement of EDG 1 feeder cables to the 1H emergency bus. The licensee noted that the need for cable replacement was identified in its evaluations for Subsequent License Renewal (SLR).

The meeting notice and agenda, dated December 29, 2025, is available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML25363A145.

The NRC staff raised the following points during its discussions with the licensee:

1. The NRC staff asked if EDG 2 and 3 also showed cable aging and if that equipment was also being scheduled for future licensing LARs. The licensee stated that only EDG 1 had the highest aging risk or indications of degradation (due to wetted areas), and, therefore, only that EDG was selected for licensing action at this time.
2. The NRC staff asked the licensee if the proposed allowed outage time (AOT) for cable replacement would occur with Unit 1 defueled. The licensee confirmed that the unit would be defueled and described the planned compensatory measures to manage risk.
3. The NRC staff asked about the basis for the proposed 14-day AOT duration and if appropriate AOT margins would be described in the LAR. The licensee noted that

14-day AOT was based on previous construction estimates and that appropriate margins within that 14-day period will be fully described in the LAR.

4. The NRC staff noted that an additional apparent licensing precedent was approved in amendments 293 and 293, respectively, for TS 3.16 involving a temporary 21-day AOT, (ML18261A099) related to replacement of reserve station service transformer cabling.
5. The NRC staff questioned whether the Alternate AC ( AAC) system is sized to carry the full load of the 1H bus for the Surry plant and how it would be operated during the proposed license amendments AOT period. The licensee indicated that its draft TS includes provisions and controls for the AAC system during the cable replacement and the submittal will describe the options for optimizing the operational use and capability of the AAC subject to the proposed AOT.
6. The NRC staff asked about the number of open findings are currently associated with the Fire and Internal Events probabilistic risk assessments (PRA). The licensee stated that there are approximately 60 open findings in the Fire PRA and 7 in the Internal Events PRA.
7. On page 11 of the presentation, the licensee states that, Operations will develop and follow at a risk plan. The NRC staff questioned the extent to which a full engineering basis will be supportive of this operational risk plan and be fully described and justified.

The licensee acknowledged the NRC staffs inquiry on this point.

8. The NRC staff noted that the licensee requested this LARs issuance to occur by March 2027. NRC staff noted that the LARs acceptance review will be applying a graded approach to resource and schedule estimates and that NRC staff anticipates that issuance would be earlier than that requested date.
9. The NRC asked and the licensee confirmed that its submittal would be based on Regulatory Guide (RG) 1.174 Revision 3, An Approach for Using Probability Risk Assessment and Risk-Informed Decisions on Plant-specific Changes to the Licensing Basis, January 2018, ADAMS Accession No. ML17317A256.

No regulatory decisions were made during the meeting. No members of the public were in attendance. Public meeting feedback forms were not received.
