EDWIN I. HATCH NUCLEAR PLANT, UNIT 2 - CORRECTION OF AMENDMENT NO. 270 REGARDING LICENSE AMENDMENT REQUEST REGARDING REVISION TO TECHNICAL SPECIFICATIONS TO USE ONLINE MONITORING METHODOLOGY (EPID L-2024-LLA-0058)

Dear Ms. Coleman:

On January 24, 2025, the U.S. Nuclear Regulatory Commission (NRC) issued Amendment No. 270 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML24351A080) to Renewed Facility Operating License (RFOL) NPF-5 for the Edwin I.

Hatch Nuclear Plant (Hatch), Unit 2.

Amendment No. 270 revised Technical Specification (TS) 1.1, Use and Application Definitions and add a new TS 5.5.17, Online Monitoring Program, for Hatch, Unit 2.

An administrative error was made on the issuance of TS page TS 1.1-5. The LEAKAGE definition d. Pressure Boundary LEAKAGE was replaced incorrectly. The correct definition d.

Pressure Boundary LEAKAGE from Amendment No. 259 dated February 2, 2022 (ML21349A518) should state the following:

LEAKAGE through a fault in a Reactor Coolant System (RCS) component body, pipe wall, or vessel wall. LEAKAGE past seals, packing, and gaskets is not pressure boundary LEAKAGE.

Consistent with NRC staff guidance dated January 16, 1997 (ML103260096) and based on the NRCs policy established by SECY-96-238, these errors can be corrected by a letter to the licensee from the NRC staff. These changes do not affect the NRC decision approving amendment No. 266 and do not affect the No Significant Hazards Consideration as published in the Federal Register.
