Subject:

Palo Verde Nuclear Generating Station (PVNGS) Units 1, 2, and 3 Docket Nos. STN 50-528, 50-529, and 50-530 Renewed Operating License No. NPF-41 Relief Request 74 - Proposed Alternative for Steam Generator and Pressurizer Pressure Retaining Welds for PVNGS Units 1, 2, and 3

By \

letter dated September 4, 2025 (Agencywide Documents Access and Management System(ADAMS) Accession No. ML25247A295), Arizona Public Service Company (APS, the licensee) submitted a request for U.S. Nuclear Regulatory Commission (NRC) approval of a proposed inservice inspection (ISI) alternative, Relief Request 74, for Palo Verde Nuclear Generating Station (PVNGS), Units 1, 2, and 3.

During the review of Relief Request 74, the NRC staff concluded that in order to complete the review efficiently and effectively, clarification of information contained in the request was needed. Accordingly, the NRC staff drafted a request for additional information (RAI) to obtain clarifying information from the licensee. The issues addressed in the draft RAI involved:

1. Clarification of the examination coverage percentage of certain components in the steam generators for Palo Verde Unit 3.
2. Verification of the accuracy of the examination coverages for the pressurizer and steam generator welds for all three Palo Verde units.

To ensure that the licensee understood the information in the draft RAI, a clarification call was deemed appropriate.

On January 8, 2026, a conference call was held between APS and NRC staff to discuss and clarify information in Relief Request 74.

At the conclusion of the call, NRC staff indicated that the licensee had adequately explained the information in Relief Request 74 and that no additional information was needed, however, it was decided that the licensee would append the application to document the topics discussed.

The discussion was very productive, ensuring that NRC staff fully understood the details of the Relief Request such that the staff can effectively and efficiently complete their review.

A publicly available version of this communication will be placed in ADAMS.
