Enclosed is an export license application, XSNM3859, received by the US. Nuclear Regulatory Commission on December 17, 2025. Framatome Inc. is requesting to export 3,975 kilograms (kgs) of uranium, enriched up to 4.10%, containing up to 158 kgs of uranium-235, in the form of fuel assemblies for use as reload fuel in the Barakah Nuclear Plant, Unit 3, at Emirates Nuclear Energy Company in the United Arab Emirates.
Assurances from the United Arab Emirates the material will be subject to all the terms and conditions of the agreement for cooperation are required. Your assistance in obtaining the necessary assurances will be appreciated.
Please note that the material has origins from Australia and enriched in the Netherlands. Your assistance in obtaining prior consent for retransfer from EURATOM will be appreciated.
