ENTERPRISE PROJECT IDENTIFICATION NUMBER L-2023-LLA-0154

By letter dated October 10, 2023 (Agencywide Documents Access and Management System

[ADAMS] Accession Nos. ML23283A249 and ML23291A095), as supplemented on February 13, 2024 (ML24044A221), June 26, 2024 (ML24179A058), December 19, 2024 (ML25021A284), January 14, 2025 (ML25014A450), July 17, 2025 (ML25198A286), and August 27, 2025 (ML25240A911), NAC International (NAC) submitted an application in accordance with Title 10 of the Code of Federal Regulations (10 CFR) Part 72 for Amendment No. 10, and Revision 1 to Amendment Nos. 5 through 9, of the renewed Certificate of Compliance (CoC) No. 1015 for the NAC-UMS Universal Storage System (NAC-UMS).

Amendment No. 10, and Revision 1 to Amendment Nos. 5 through 9 correct design basis deficiencies identified in the NAC letter dated March 10, 2023 (ML23069A215).

As stated in the Federal Register (90 FR 56657, December 8, 2025), the effective date of Amendment No. 10, and Revision 1 to Amendment Nos. 5 through 9, to the renewed CoC No. 1015 is February 23, 2026. Enclosed are renewed CoC No. 1015, Amendment No. 10, and Revision 1 to Amendment Nos. 5 through 9, the corresponding technical specifications in appendix A and B, and the final safety evaluation report. This amended and revised certificate constitutes the approval and conditions for the use of the NAC-UMS for the storage of spent nuclear fuel under the general licensing provisions of 10 CFR 72.210.

In accordance with 10 CFR 2.390, Public inspections, exemptions, requests for withholding, a copy of this letter will be available electronically for public inspection in the U.S. Nuclear Regulatory Commission (NRC) Public Document Room (PDR) or from the Publicly Available Records component of the NRCs ADAMS.
