SUMMARY
OF THE DECEMBER 11, 2025, PREAPPLICATION PUBLIC MEETING WITH DOMINION ENERGY SERVICES, INC. TO DISCUSS THE DOMINION ENERGY EARLY SITE PERMIT RENEWAL APPROACH AND STAFF QUESTIONS Meeting Summary
Background:
On May 23, 2025, the U.S. Nuclear Regulatory Commission (NRC) staff held a public meeting with Dominion Energy Services, Inc. (Dominion Energy) to discuss its draft white paper describing its North Anna early site permit (ESP) renewal approach.1 On September 5, 2025, Dominion Energy submitted its final white paper.2 The NRC held an observation public meeting on December 11, 2025, with Dominion Energy, to discuss NRC staff questions and Dominion Energy responses, regarding Dominion Energys North Anna ESP renewal approach, following the submission of its final white paper.3 This virtual observation preapplication meeting had attendees from Dominion Energy, NRC staff, and members of the public.
Preapplication engagements, including this meeting, provide an opportunity for the NRC staff to engage in early discussions with a prospective applicant to offer licensing guidance and to identify potential licensing issues early in the licensing process. No decisions or commitments were made during the preapplication meeting.
The following summarizes the discussion during the meeting:
Following the introductions of both the NRC staff and Dominion Energy staff, the NRC acknowledged Dominion Energys responses to the questions presented in the aforementioned email. The staff then asked several additional questions about Dominions ESP renewal approach.
Dominion Energy responded to the staffs question stating that it is considering updating the evacuation times in its ESP renewal application. Dominion Energy clarified that if significant changes are identified in the updated consensus information, Dominion will address this in the renewal application. Dominion stated that further details could not be provided at this time because the application is still in development. Dominion responded to the staffs question about coordinating with offsite stakeholders, stating that Dominion will be having discussions with state agencies as needed. The NRC staff stated that letters of support submitted with the original ESP are still valid and would be important. The staff also stated that the Federal Emergency Management Agency (FEMA) is a key stakeholder and that coordination with FEMA is important.
The staff asked Dominion if there was anything that Dominion was considering requesting a permit condition or action item for. Dominion responded that there was not any new information that could be provided at this time. The staff stated that having updated information, such as NRC guidance, is important, as well as identifying anything from the original ESP that should be updated in the ESP renewal application.
Based on the U.S. Geological Survey (USGC) 2023 national seismic hazard update, Central Virginia Seismic Zone was included as a fault-zone polygon. Dominion states that it will include Repeated Large Magnitude Earthquakes (RLME)s through 2023. The staff asked Dominion to clarify whether it will include more discussion on the central Virginia seismic zone in its ESP renewal application. Dominion responded that it would take the information into consideration for the development of the renewal application.
Based on the staffs understanding that Dominion will perform site response analysis methods as documented in RIL-2021-15, the staff asked Dominion to clarify whether this will also include a site kappa analysis.6 Dominion stated that it is still working on the analysis and will consider this information.
Following the business portion of the meeting, there were comments from the Breakthrough Institute, and a member of the public.
A participant from the Breakthrough Institute expressed gratitude for the meeting and asked what Dominions ESP renewal timeline was as well as the NRCs renewal timeline. The staff responded that a response can be provided via email. After the meeting, the staff responded to the participants email stating that the NRC would expect to complete its review and make a license renewal determination within 12 months of acceptance for ESP renewal applications that are submitted as required by 10. CFR 52.29, Application for renewal. A member of the public asked a question about the environmental approach to aquatic, terrestrial, and avian resources. This question was outside the scope of the meeting.
