7 Throughout October 2025, consistent with the NRCs OMB-approved lapse plan, the NRC operated on a limited basis using carryover funding to maintain critical health and safety activities and progress on other priorities, including activities outlined in Executive Order 14300. Since the enactment of the Continuing Appropriations Act, 2026 on November 12, 2025, the agency is operating under the Continuing Appropriations Act, 2026; therefore the rate for operations is based on the FY 2025 total annualized rate (i.e., the FY 2025 enacted levels).

3 The FY 2024 Explanatory Statement identified this control point as the Integrated University Program. Division Z of the Consolidated Appropriations Act, 2021 replaced the Integrated University Program with the University Nuclear Leadership Program.
