EVALUATION METHODOLOGY TO PERFORM ANALYSIS OF HIGH BURNUP FUEL (PROPRIETARY/NON-PROPRIETARY)

On December 17, 2025, a closed virtual pre-submittal meeting was held between the U.S. Nuclear Regulatory Commission (NRC), Office of Nuclear Reactor Regulation (NRR),

Division of Operating Reactor Licensing (DORL) and Division of Safety Systems staff, and Westinghouse Electric Company (Westinghouse) representatives. The purpose of the meeting was for Westinghouse representatives to present proprietary information related to the future submittal of Westinghouse Topical Report (TR) WCAP-16996-P-A, Revision 1, Supplement 3, Revision 0, Extension of the FULL SPECTRUM' LOCA (FSLOCA') Evaluation Methodology to Perform Analysis of High Burnup Fuel (Proprietary/Non-Proprietary). The Westinghouse representatives provided an update on fuel rod model assessment, and overview of the methodology framework with the goal of demonstrating compliance with the emergency core cooling system acceptance criteria for higher burnup fuel and increased enrichment (i.e., High Energy Fuel) and highlighting similarities and differences from prior Westinghouse methods.

The Westinghouse representatives concluded the presentation with an overview of the TRs applicability and limitations and conditions. No regulatory decisions were made during the meeting.

By letter dated December 11, 2025, Westinghouse submitted presentation slides to the NRC (Agencywide Documents Access and Management System (ADAMS) Accession No. ML25346A271). The meeting notice is available in ADAMS at ML25324A349. The list of attendees is enclosed.
