letter dated October 31, 2025 (Agencywide Documents Access and Management System Accession No. ML25304A098), Constellation Energy Generation, LLC (CEG), requested U.S. Nuclear Regulatory Commission (NRC, the Commission) approval of a proposed license amendment for the Crane Clean Energy Center (CCEC) Nuclear Plant Site Emergency Plan.

letter dated November 4, 2024 (ML24310A104), Constellation presented to the NRC a regulatory path to reinstate the power operations licensing basis allowing resumption of power operations through a series of licensing submittals. Constellation proposes to revise the CCEC Site Emergency Plan and emergency classification scheme to reflect the resumption of power operations at CCEC. October 31, 2025, letter, section 3.5, Impact of Proposed Changes on State Emergency Plan, Constellation states:
On June 27, 2025, CEG held a meeting with representatives of the Pennsylvania Emergency Management Agency (PEMA) and the Pennsylvania Bureau of Radiation Protection (BRP) to discuss the proposed changes to Cranes Emergency Plan and to ensure the revision had no adverse impact on the ability of State and local response organizations to effectively implement their FEMA-approved RERP plans. CEG subsequently provided a draft copy of this LAR to representatives from both PEMA and BRP.

B. Foreman BRP provided information via electronic mail dated September 22, 2025, and PEMA provided information via electronic mail dated September 24, 2025, stating that based on their initial review, neither organization had any concerns with the proposed changes at this time.
Per the Memorandum of Understanding Between the Department of Homeland Security /
Federal Emergency Management Agency (FEMA) and NRC Regarding Radiological Response, Planning and Preparedness, dated June 23, 2025 (ML25225A104), FEMA has responsibility for determining the adequacy of offsite radiological emergency plans and preparedness and providing its findings to the NRC. As such, I am requesting FEMAs concurrence that the proposed CCEC Emergency Plan does not have an unintended impact on offsite radiological emergency preparedness plans. Additionally, I am recommending that you provide us with any requests for additional information (RAIs) no later than April 15, 2026, and a draft FEMA interim finding report on the offsite radiological emergency plans for the CCEC site no later than August 18, 2026. Please contact me at your earliest opportunity if FEMA will not be able to meet this requested date for a response.
