Dear Dir. Warden:

Enclosed is export license amendment application PXB11c.03 from QSA Global, Inc., (QSA),

which was accepted for review by the U.S. Nuclear Regulatory Commission (NRC) on December 2, 2025. In this amendment, QSA is seeking to modify export license PXB11c.02, which currently authorizes the export of Category 2 quantities of Americium-241, Americium 241/Be, Cesium-137, Cobalt-60, Iridium-192, and Selenium-75 for industrial radiography, oil well logging, gauging, brachytherapy, and in calibration devices in the countries listed as ultimate destinations.

The purpose of this new amendment application is to revise the previously submitted amendment application, received by the NRC on May 9, 2025, to now include specific addresses of the end users located in Angola, Cameroon, China, Congo (Republic of Brazzaville) and Egypt, and to extend the license for two (2) years. Please note that the radioactive sources requested for export remain unchanged from the original amendment application received on May 9, 2025.

Given the countries of ultimate destination on the application, including that of Angola, are on the restricted destinations list (10 CFR 110.29), we would appreciate your views, in accordance with established procedures and from the overall perspective of the Executive Branch, as to whether the requested export meets the applicable criteria in the Atomic Energy Act of 1954, as amended.
