LaSalle County Station Technical Specification 3.3.7.1 Proposed Change NRC Pre-Submittal Meeting December 9th, 2025
- 1. Purpose
2. Background
- 3. Reason for Request and Current Requirements
- 4. Proposed Change
- 5. License Amendment Request Submittal Schedule
- 6. Feedback / Questions Agenda l LaSalle County Station Technical Specification 3.3.7.1 Proposed Change 1
- Describe proposed License Amendment Request (LAR) to revise Technical Specification (TS) 3.3.7.1, Control Room Area Filtration (CRAF) System Instrumentation
-Discuss proposed change and its technical basis
-Summarize the drivers for the proposed change
- Discuss desired submittal and review schedule
- Discuss any NRC questions or feedback Purpose l LaSalle County Station Technical Specification 3.3.7.1 Proposed Change 2
- The CRAF System provides a radiologically controlled environment to ensure the habitability of the control for the safety of the operators under all plant conditions.
-Shared system for the Unit 1 and Unit 2 control room
-Two independent CRAF subsystems are each capable of maintaining a habitable environment in the control room following a design basis accident (DBA) without exceeding the dose criteria of 10 CFR 50.67
- The CRAF system instrumentation has 4 trip systems - 2 per intake
-There are 2 trip systems per CRAF subsystem
-Either trip system can initiate a CRAF subsystem (1 out of 2 logic)
-A trip system is comprised of 2 radiation detectors and 2 monitors
-Total of 8 detectors and 8 monitors (4 per CRAF subsystem)
- Both detectors and monitors in a trip system must receive a high radiation signal to actuate the trip unit (2 out of 2 logic)
Background

- Current radiation monitors in the CRAF system have been experiencing an increased rate of spiking.
-A modification to the monitors to address the spiking has been approved and installed on 1 of 8 monitors.
-Obsolescence issues with the current monitor resulted in significant delays and ability to modify the remaining detectors.
-LaSalle County Station has approved installing new monitors but due to the long lead-time, the monitors will not be available for installation until Summer 2027.
Reason for Request and Current Requirements l LaSalle County Station Technical Specification 3.3.7.1 Proposed Change 5
- TS 3.3.7.1 currently only allows channels to be placed in trip.
-If more than one channel on the same trip unit is placed in trip, the CRAF subsystem will start.
-Otherwise, the CRAF subsystem would be declared inoperable, requiring entry into TS 3.7.4, Control Room Area Filtration (CRAF) System, which is a 7-day shutdown Limiting Condition for Operation (LCO).
- Due to the long lead-time of replacement radiation monitors, there is a chance where 2 channels on the same trip unit are inoperable prior to replacement parts available.
-This would result in running the safety-related CRAF subsystem only to meet a TS required action or entering a shutdown LCO.
Reason for Request and Current Requirements (continued) l LaSalle County Station Technical Specification 3.3.7.1 Proposed Change 6
- The proposed TS change makes the following changes to TS 3.3.7.1:
-An additional Required Action is added to Condition A to declare the associated trip system inoperable with a Completion Time of 6 hours6.944444e-5 days
0.00167 hours
9.920635e-6 weeks
2.283e-6 months
.
-A new Condition B is added for when one trip system of a CRAF subsystem is inoperable. The required action is to restore the trip system to operable within 21 days.
-Existing Condition B is changed to Condition C and new proposed Condition B is added to the Condition statement.
- The purpose of these changes is to prevent running the safety-related CRAF subsystem only to meet a TS required action or entering the shutdown LCO in TS 3.7.4 if the CRAF subsystem is declared inoperable.
- The proposed changes will allow time to make repairs to the trip system and return at least one channel of a trip system to operable.
- The proposed TS change will still require at least one trip system to remain operable and manual initiation of the CRAF subsystem will be maintained.

Proposed Change (continued) l LaSalle County Station Technical Specification 3.3.7.1 Proposed Change 9
- Plan submittal of the LAR to the NRC is on or before December 31, 2025
- Requested approval is 2 months from submission.
- The reason for the expedited approval is to prevent running the safety-related CRAF subsystem only to meet a TS required action or entering the shutdown LCO in TS 3.7.4 if the CRAF subsystem is declared inoperable.
