SUMMARY

OF DECEMBER 5, 2025, PUBLIC OBSERVATION MEETING WITH CONSTELLATION ENERGY GENERATION, LLC REGARDING CALVERT CLIFFS NUCLEAR POWER PLANT, UNITS 1 AND 2, LOSS OF LOAD TRIP (EPID L-2025-LRM-0147)

On December 5, 2025, the U.S. Nuclear Regulatory Commission (NRC) staff held a public observation virtual meeting with Constellation Energy Generation, LLC (the licensee). The purpose of the meeting was to discuss an upcoming license amendment request for Calvert Cliffs Nuclear Power Plant (CCNPP) to remove the Loss of Load Trip from their technical specifications. The meeting notice and agenda, dated November 25, 2025, are available in the NRCs (Agencywide Documents Access and Management System (ADAMS) at Accession No. ML25329A242). The enclosure to this summary contains a list of attendees. The licensees presentation slides are available in ADAMS at ML25342A436.

During the meeting, the licensee discussed its plans to submit a license amendment request to remove the Reactor Protection System (RPS) Loss of Load Trip function from their technical specifications. The licensee emphasized that the RPS Loss of Load Trip is not credited in any Updated Final Safety Analysis Report safety analysis and is meant entirely as an equipment protective function. The licensee also stated that the RPS Loss of Load Trip would be maintained for equipment protection, however, would be moved from the technical specifications to the technical requirements manual and surveillance program. The licensee presented several precedents where the NRC staff approved changing allowable values for the RPS loss of load trip or removed other reactor trips from a reactors technical specifications. The licensee plans to submit the request in December 2025 and request NRCs review be complete by March 2026.

The NRC staff discussed the following information it would need to perform its review if the licensee plans to submit the request: each location that the RPS Loss of Load Trip appears in the technical specifications and licensing basis. The NRC staff also discussed the contribution of the RPS Loss of Load Trip to defense-in-depth in addition to equipment protection.
