Dear Commissioners and Staff,

By letter dated October 15, 2025 (Reference 1), ADP CR3, LLC (ADP CR3) submitted a License Amendment Request (LAR), in accordance with 10 CFR 50.90 and 10 CFR 50.82(a)(9), to add a license condition 2.C.21, which approves the License Termination Plan (LTP) and adds a license condition that establishes the criteria for determining when changes to the LTP require prior NRC approval.

The LTP demonstrates that the remaining decommissioning activities will be performed in accordance with 10 CFR 50, will not be adverse to the common defense and security or to the health and safety of the public, and will not have an adverse effect on the quality of the environment.

The description and evaluation of the proposed changes that include the no significant hazards consideration determination and environmental consideration, along with the proposed wording change to the Operating License, remains consistent as provided in Reference 1. Upon NRC approval, the LTP will become a supplement to the CR3 Defueled Safety Analysis Report (DSAR).

Page 2 of 2 ADP CR3 is hereby submitting Revision 4 to the LTP enclosure itself, and an updated Enclosure 13, Technical Support Document, Guideline for Embedded and Buried Pipe Detector Calibration and Usage, from the Reference 1 application, which both update the Less Likely But Plausible exposure scenario, for approval. The updated LTP enclosure is provided as Enclosure 1 within this submittal and Enclosure 13 retains the document number, as provided within Reference 1.

Revision 4 of the LTP also removes referenced land areas anticipated to be released from the Part 50 license by the approval of the Partial Site Release (Reference 2) by letter dated June 18, 2025.

Additionally, an updated Enclosure 14, CHAR-01 Impacted Open Land Survey Areas, is provided that also removes reference to the anticipated land areas to be released. Enclosure 14 also retains the document number, as provided within Reference 1. The removal of the PSR land areas is intended to avoid confusion and facilitate NRC review. All remaining enclosures provided with Reference 1 remain unchanged.

There are no new regulatory commitments contained within this letter.

In accordance with 10 CFR 50.91(b), ADP CR3 is providing a copy of this submittal to the State of Florida.

ADP CR3 requests approval of the proposed license amendment by October 15, 2026. Once approved, the amendment will be implemented within ninety (90) days following the approval of the NRC.
