Dear Ms. Fox:

Enclosed is an export license application, XSNM3808/03, received by the US. Nuclear Regulatory Commission on December 8, 2025, from TN Americas LLC requesting an amendment to active export license XSNM3808/02. The current license authorizes the export of 1,791 kilograms (kgs) of uranium, enriched up to 19.95%, containing up to 357.3 kgs of uranium-235, in the form of metal fragments for use as reload fuel in the high flux reactor at the Nuclear Research and Consultancy Group (NRG), and for medical isotope production at Curium in the Netherlands.

The purpose of this amendment is to: 1) change the name of NRG to NRG PALLAS B.V.; 2) add the PALLAS reactor; 3) change addresses to two intermediate consignees, Orano NPS and Framatome; and 4) change the point of contract.

Assurances from EURATOM that the material will be subject to all the terms and conditions of the agreement for cooperation are required. Your assistance in obtaining the necessary assurances will be appreciated.
