SUMMARY
OF DECEMBER 4, 2025, OBSERVATION PRE-SUBMITTAL MEETING HELD WITH SOUTHERN NUCLEAR OPERATING COMPANY, INC.,
REGARDING A PROPOSED LICENSE AMENDMENT REQUEST TO CHANGE TECHNICAL SPECIFICATION 3.3.9, ENGINEERED SAFETY FEATURE ACTUATION SYSTEM (ESFAS) MANUAL INITIATION, AND TS 3.3.19, DIVERSE ACTUATION SYSTEM (DAS) MANUAL CONTROLS, FOR VOGTLE ELECTRIC GENERATING PLANT, UNITS 3 AND 4 (EPID L-2025-LRM-0144)
On December 4, 2025, an Observation meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Southern Nuclear Operating Company, Inc. (SNC, the licensee). The purpose of the meeting was for SNC to describe its plan to submit a license amendment request (LAR) for Vogtle Electric Generating Plant (Vogtle), Units 3 and 4.
SNC is proposing to revise Technical Specification (TS) 3.3.9, Engineered Safety Feature Actuation System (ESFAS) Manual Initiation, and TS 3.3.19, Diverse Actuation System (DAS)
Manual Controls.

The meeting was noticed on the NRC public webpage on November 18, 2025 (Agencywide Documents and Access Management System (ADAMS) Accession No. ML25322A055).
The NRC staff opened the meeting with introductory remarks and a roll call of the attendees.
The SNC representative presented slides contained in ADAMS Accession No. ML25330A022.
SNC representatives discussed the following topics: (1) description, (2) technical evaluation, (3) regulatory evaluation, (4) schedule, and (6) discussion.
SNC plans to revise TS 3.3.9 Functions 1, 8, and 9, and TS 3.3.19 Functions 2, 4, 5, 6, and 11.
SNC representative stated that the proposed LAR is expected to be submitted to the NRC in the fourth quarter of 2025 (December 2025) with a request for NRC staff approval in the third quarter of 2026 (July - September 2026).
Discussion The NRC staff asked the following questions:
Is there enough time for manual actuation in Mode 5?
Is ESFAS credited in any accident analysis in Mode 5?
What is the duplication between the Safety Injection (SI) signal and Core Make-up Tank (CMT) actuation and Reactor Coolant Pump (RCP) Trip?
If ESFAS is not credited in Mode 5, is manual actuation back-up to automatic actuation?
What roles do ESFAS, CMT actuation, and RCP trip play?
Is Note (a) or Note (d) more conservative?
What about the instrument functions?
What about defense-in-depth?
Is diversity maintained?
Closing Remarks There were no members of the public in attendance.
The NRC staff did not make any regulatory decisions during the meeting. Once received, the NRC staff will perform a thorough review of the proposed LAR. The NRC staff will make any regulatory decisions in writing in a timely manner. Public Meeting Feedback forms were available, but no comments were received.
