CALENDAR YEAR 2026 LICENSEE PERFORMANCE REVIEW SCHEDULE The purpose of this memorandum is to provide the Licensee Performance Review (LPR) Schedule, Part 1, LPR Assessment, for Calendar Year (CY) 2026. This schedule applies to licensees with assessment and review periods ending on December 31, 2025. The licensees subject to LPRs for 2026 include Framatome Inc. and American Centrifuge Plant (ACP).
Please distribute this schedule to your staff and instruct them to utilize the guidance in Inspection Manual Chapter (IMC) 2604, Licensee Performance Review as they conduct the LPR activities.
The enclosure to this memorandum provides specific guidance on the schedule.
Staff conducting the LPR Assessment, including in-office work and public meeting attendance, should charge their time to the LPR CAC (000221) for the correct docket number and inspection report (i.e., 0X000XXX/2026-005).

Schedule, Part 1: Licensee Performance Review (LPR) Assessment Assigned Due Date Time Since Review Initiated Task Description December 31, 2025 LPR Assessment Period End LPR Assessment period ends for designated sites (Framatome, ACP). Ensure LPR CAC (000221) for the docket numbers and inspection reports are populated.
January 2, 2026 LPR Project Preparation The LPR Coordinator(s) will complete the distribution of the LPR schedule, Part 1, to all DFRSS Fuels Oversight Branches, DFM and NSB staff.
The Senior Fuel Facility Project Inspector (SPI), with assistance from DFM, will begin actions to confirm that all relevant inspection data is properly documented in the replacement reactor program system (RRPS).
The SPI (LPR designated Lead for their facility) will begin to develop supporting information to create the LPR Facility Assessment Package and LPR letters for each applicable facility involved in the LPR process. Reference IMC 2604 Section 06.03 e/f January 15, 2026 LPR Project Week 2 Kickoff Meeting The LPR Coordinator(s) will schedule and convene the LPR Kick-Off Meeting with relevant branch chiefs and relevant staff from DFRSS, DFM, DORS, and others. Present SharePoint demo, LPR memo & schedule, IMC 2604, and discussions.
January 29, 2026 LPR Project Week 4 The SPI LPR Leads will meet with the cognizant DFRSS branch chief to discuss the LPR assessment package and obtain approval to issue the LPR letter Inform DFRSS and DFM Division Directors of clean LPRs and path forward via email
February 3, 2026 LPR Project Week 5 Schedule LPR public meetings for each site where a public meeting has been determined to be necessary or beneficial to the public and distribute Part 2 of the LPR schedule February 11, 2026 LPR Project Week 6 Issue LPR Letters to the licensees and ensure RPS is updated to include any current changes to the NRC inspection program for each site The LPR public meetings (and safeguards, if applicable), should occur within the first 6 months of the calendar year to the extent possible and in-person meetings should be scheduled to coincide with a scheduled inspection in order to minimize travel.
