SUMMARY
OF SEPTEMBER 18, 2025, AMERICAN SOCIETY OF MECHANICAL ENGINEERS CODE CASE N-914 PUBLIC MEETING On September 18, 2025, a public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and members of the American Society of Mechanical Engineers (ASME) to discuss Code Case (CC) N-914, Accounting for the Effect of Embrittlement on Fracture Toughness Properties Used in Evaluations of Pressure Boundary Materials in Class 1 Ferritic Steel Components,Section XI, Division 1. The meeting consisted of a presentation and discussion between ASME representatives and NRC staff. This was an observational meeting only. The NRC did not actively solicit comments towards regulatory decisions at this meeting, and no regulatory decisions were made during the meeting.

SUMMARY
In November 2023, the NRC voted negative with comments on the Ballot for Record 19-1113, regarding the adoption of American Society of Mechanical Engineers (ASME) Code Case N-914, Accounting for the Effect of Embrittlement on Fracture Toughness Properties Used in Evaluations of Pressure Boundary Materials in Class 1 Ferritic Steel Components,Section XI, Division 1, as an acceptable alternative to account for the effects of neutron embrittlement in flaw evaluations for pressure boundary materials in Class 1 ferritic steel components.
The purpose of this public meeting was to address NRC staff comments on ASME Code Case N-914. Representatives from Phoenix Engineering Associates, Inc. (PEAI) presented responses to comments made by NRC staff on the Code Case. Discussions focused on details regarding estimation of irradiated reference temperatures for reactor pressure vessel materials. The NRC raised questions about the treatment of generic reference temperature values and whether the current margins are sufficient to reasonably protect public health and safety. There was consensus on the need for validation exercises using real data to ensure sufficient safety margins when applying the code case.
NRC staff is considering performing independent validation of the methodologies in the Code Case to inform a future vote on the ballot in May 2026.
