This correspondence is to inform you that, due to the recent lapse in appropriations and the resulting cessation of normal activities at the U.S. Nuclear Regulatory Commission (NRC),

the staff was unable to complete the review of Dominion Energy Nuclear Connecticut, Inc.s license amendment request for Millstone Power Station, Unit No. 3 by the previously communicated date of October 31, 2025. The NRC is acutely aware of the importance of timely regulatory action and the operational impact of any delay in our review processes.

We regret the unavoidable disruption caused by this lapse in government funding, which affected not only the continuity of ongoing licensing activities but also our ability to maintain our established schedules.

Having now resumed normal agency operations, the NRC staff has reassessed the required work and resources for the review of the proposed adoption of Technical Specifications Task Force (TSTF) Traveler TSTF-577, Revision 1. We have determined that the staff will be able to complete their review by December 5, 2025. We recognize that such delays may affect your planning and appreciate youre understanding and cooperation.

This e-mail communication supersedes prior estimate from acceptance (ML25120A432) and a copy will be made publicly available in ADAMS as the official agency record. Please contact me if you have any questions.
