By letter dated September 5, 2025 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML25248A301), Holtec Decommissioning International, LLC (HDI), on behalf of itself, Holtec Palisades, LLC (Holtec Palisades), and Holtec Big Rock Point, LLC (Holtec Big Rock), submitted a license transfer application requesting that the U.S. Nuclear Regulatory Commission (NRC) consent to the direct transfer of ownership of the Big Rock Point site and the Big Rock Point license from Holtec Palisades to Holtec Big Rock.
The purpose of this e-mail is to provide the results of the NRC staffs acceptance review of this license transfer request. The acceptance review was performed to determine whether the application contains sufficient technical information to allow the NRC staff to complete a detailed technical review. The acceptance review is also intended to identify any readily apparent deficiencies related to the characterization of the regulatory requirements or plant licensing basis.
Pursuant to Section 50.80, Transfer of licenses, of Title 10 of the Code of Federal Regulations(10CFR), no license for a production or utilization facility, or any right thereunder, shall be transferred, assigned, or in any manner disposed of, either voluntarily or involuntarily, directly or indirectly, through transfer of control of the license to any person, unless the Commission gives its consent in writing.
The NRC staff has reviewed your application and concluded that it includes technical information in sufficient detail to enable the NRC staff to complete its detailed technical review and make an independent assessment regarding the acceptability of the proposed license transfer in terms of regulatory requirements and the protection of public health and safety and the environment. Given the more limited scope and depth of the acceptance review compared to the detailed technical review, issues that affect the NRC staffs ability to complete the technical review may still be identified despite the acceptance review being deemed adequate.If additional information is needed, you will be notified by separate correspondence.
The NRC staff has evaluated precedence related to this request and determined that, on average, the reviews have required 211 hours0.00244 days <br />0.0586 hours <br />3.488757e-4 weeks <br />8.02855e-5 months <br /> and 5.7 months. To support a more efficient process, the NRC is setting a goal of achieving a 15% improvement. Based on that, the staffs initial resource estimate for this action, and your requested review schedule, our estimate for this review is 105 hours0.00122 days <br />0.0292 hours <br />1.736111e-4 weeks <br />3.99525e-5 months <br /> and 3.5 months. The NRC staff expects to complete the review by February 27, 2026.
If emergent complexities or challenges arise during the NRC staffs review that affect the initial forecasted completion date or result in significant changes to the estimated review hours, the reasons for those changesalong with updated estimateswill be communicated during routine interactions with the assigned project manager. These
estimates are based on the NRC staffs initial review of the application and may change due to several factors, including requests for additional information, unanticipated expansion of the review scope, hearing-related activities, or if the submittal is provided to the NRC in advance of or concurrently with industry program initiatives or pilot applications.
