Mountain Rest, SC, 29664 Email:Mount@clemson.edu Phone:8642437395 General Comment In regard to plant closure, there are two primary issues that should be addressed by Licensee. 1. How much radioactivity and waste was released into the environment, air, water, soil and otherwise over the operating history of the plant and how much remains onsite after decommissioning. If the site is to resume reactor operations in the future, a baseline level of contamination should be established and made a condition of the the license. 2. The long term storage of the fuel rod assemblies in Holtec Hi-Stor containers shoud be relocated to an upland site at higher elevation. The rationale is that these containers may be onsite for a least one hundred years and given the incipient collapse of the Atlantic Ocean Merdional Current(AMOC), the increasing rate of sea level rise along the NJ coast and the projected flooding events due to coast wise storms, these casks need to be relocated to a site that is likely not to be flooded during the time that they stored on site.
