NORTHSTAR VALLECITOS, LLC - APPROVAL OF LICENSEE NOMINATION FOR U.S. NUCLEAR REGULATORY COMMISSION - APPROVED REVIEWING OFFICIAL
Dear Billy E. Reid:
This letter is in response to your request by letter, dated August 26, 2025, and the submittal of fingerprints in support of your nomination of Tawni Hardwick to serve as a U.S. Nuclear Regulatory Commission (NRC)-Approved Reviewing Official for the NorthStar Vallecitos, LLC facility. The NRC, in accordance with its administrative process, has approved Tawni Hardwick as a licensee NRC-Approved Reviewing Official to grant unescorted access to the non-power reactor and hillside storage facility and access to Safeguards Information.
As an NRC-Approved Reviewing Official, the individual must handle and protect all fingerprints and Federal Bureau of Investigations criminal history records as specified in Title 10 of the Code of Federal Regulations 73.57, Requirements for criminal history records checks of individuals granted unescorted access to a nuclear power facility, a non-power reactor, or access to Safeguards Information, paragraph (f).
Our records show that with the approval of Tawni Hardwick, there are now three NRC-Approved Reviewing Officials for the NorthStar Vallecitos, LLC Test Reactor and hillside storage facilities.
The other individuals are Tina Emery-Howe and Alex Wilbur-Lupe Ochoa. Please note that if you wish to have new or additional NRC-Approved Reviewing Official(s), the NRC must approve each such individual before they can act as an NRC-Approved Reviewing Official.
