Department of Energy National Nuclear Security Administration 24600 20th Street SE KAFB, NM 87117-5507 Associate Administrator for Hazardous Materials Safety Attention: General Approvals & Permits, PHH-31 Pipeline and Hazardous Materials Safety Administration U.S. Department of Transportation East Building 1200 New Jersey Avenue, SE Washington, DC 20590-0001 Specialpermits@dot.gov This special permit application is a key step in the ongoing efforts of the Department of Energy (DOE) to efficiently and safely recover and secure disused radiological materials through its Off-Site Source Recovery Program (OSRP). This application covers the transport of a cesium-137 irradiator from Wyndmoor, Pennsylvania to the Nevada National Security Site. This action will contribute to long term national security goals by removing potentially hazardous materials from public circulation. In accordance with the Department of Transportation Hazardous Materials Regulations (HMR) in Title 49, Code of Federal Regulations, Part 107.107, the DOE hereby seeks to obtain a special permit (SP) to allow transportation in commerce of a United States Department of Agriculture cesium-137 irradiator from Wyndmoor, Pennsylvania to the Nevada National Security Site in support of the DOEs OSRP.

This application provides a thorough explanation of the necessary actions and supporting documentation for the transport of this irradiator. We are available to answer any questions you may have and look forward to your favorable consideration of this request.
