Dear Mr. Elwood,
By letter dated February 27, 2025 (Agencywide Documents Access and Management System (ADAMS) Package Accession No. ML25058A155), Union Electric Company, dba Ameren Missouri (the licensee), submitted a license amendment request (LAR) for Callaway Plant, Unit No. 1 (Callaway). The proposed LAR would revise the emergency diesel generator frequency acceptance criteria for Technical Specification 3.8.1, AC
[Alternating Current] Sources - Operating, surveillance requirements. On May 7, 2025 (ML25120A119), the U S. Nuclear Regulatory Commission (NRC) staff issued an audit plan which identified the need for a regulatory audit to examine Callaways non-docketed information with the intent to gain understanding, verify information, or identify information that will require docketing to support the basis of the licensing or regulatory decision. The NRC staff generated audit questions, which were included in the audit plan. The licensee set up an electronic portal and provided draft answers to these questions. On July 30, 2025, the NRC staff generated audit follow-up questions, which were transmitted to you via an email (ML25219A301). The NRC staff has reviewed all the draft responses uploaded to the electronic portal and has the following additional follow-up question.
In response to Audit Question #4 (EEEB), the licensee stated, in part, that the fuel consumption calculation is JE-13 Rev. 000, attached. The NRC staff reviewed the JE-13 Rev. 000 and noted that the calculation does not provide the fuel consumption information. Please provide calculation, if available, that includes the calculated fuel consumption based on the proposed DG steady-state voltage and frequency.
The NRC staff would like to have follow-up audit meetings with your representatives to clarify any questions from your staff and to establish clear understandings of the final responses on the docket. Please provide the availability of your staff for the audit meetings.
