FOR SMR (HOLTEC)S SMR-300 DESIGN BASIS ACCIDENT RADIOLOGICAL CONSEQUENCES ANALYSIS METHODOLOGY LICENSING TOPICAL REPORT, HI-2241098, REVISION 1 By letter dated June 6, 2025 (Agencywide Documents Access and Management System (ADAMS Accession No. ML25157A142)), SMR, LLC, a Holtec International Company (SMR (Holtec)), submitted Licensing Topical Report (LTR) HI-2241098, Revision 0, SMR-300 Design Basis Accident Radiological Consequences Analysis Methodology Licensing Topical Report.

By memorandum dated August 5, 2025 (ML25181A199), the U.S. Nuclear Regulatory Commission (NRC) staff issued an initial audit plan for the review of the LTR.

The NRC began the audit with a teleconference entrance meeting on August 15, 2025.

The audit was conducted remotely via SMR (Holtec)s Electronic Reading Room (eRR) and teleconferences. Initially, the NRC staff planned to complete the audit by August 22, 2025.

By memorandum dated August 26, 2025 (ML25237A021), the NRC staff updated the audit plan, extending the audit duration to allow additional time for the audit to be completed. The audit exit meeting was held on August 29, 2025.

An audit summary is provided in an enclosure to this memorandum.

1.0 BACKGROUND

AND PURPOSE By memorandum dated August 5, 2025 (ML25181A199), the NRC staff issued an initial audit plan for the review of SMR (Holtec)s Licensing Topical Report HI-2241098, Revision 0, SMR-300 Design Basis Accident Radiological Consequences Analysis Methodology Licensing Topical Report (ML25157A142).

The NRC staff began the audit with a teleconference entrance meeting on August 15, 2025.

The audit was conducted remotely via SMR (Holtec)s eRR and teleconferences.

By memorandum dated August 26, 2025 (ML25237A021), the NRC staff updated the audit plan, the NRC staff issued an updated audit plan for the Radiological Consequences Analysis Methodology LTR audit. The updated plan added extended the audit duration by one week, to allow additional time for SMR (Holtec) to provide a response to the NRC staffs question and for the staff to review the response.

The purpose of the audit was for NRC staff to seek clarification and verify information related to the subject LTR. The audit also intended to identify information that would require docketing to support the basis for the NRC staffs findings in the safety evaluation for the LTR.

2 4.0 AUDIT DOCUMENTS The NRC staff provided draft questions / information needs for the audit and received responses from SMR (Holtec) via the eRR.

5.0 DESCRIPTION

OF AUDIT ACTIVITIES AND

SUMMARY

OF OBSERVATIONS During the audit, the NRC staff reviewed the Radiological Consequences Analysis Methodology LTR. The NRC staff generated one audit question which was included in the audit plan. SMR (Holtec) responded to the question in the eRR. The NRC staff provided feedback on audit question response during the exit meeting. In lieu of docketing the response to the audit question, SMR (Holtec) updated the LTR, incorporating changes based on the response and submitted Revision 1 of the LTR on the docket.

6.0 EXIT BRIEFING The NRC staff conducted an audit exit meeting via teleconference on August 29, 2025.

The NRC staff summarized its observations, stating that SMR (Holtec) adequately responded to the staffs audit question.

7.0 OPEN ITEMS AND CLOSURE PATHS All audit questions were resolved in the audit. There were no Requests for Additional Information generated as a result of the audit.

8.0 DEVIATIONS FROM THE AUDIT PLAN Not applicable.
