Dear Dir. Fox:
Enclosed is an export license application, XSNM3855, accepted for review by the U.S. Nuclear Regulatory Commission on August 22, 2025 from TN Americas LLC. The application requests the export of 106 kilograms (kgs) of uranium, enriched up to 19.95%, containing 21.147 kgs of uranium-235 in the form of metal pieces to the European Atomic Energy Community (EURATOM). TN Americas LLC is proposing to first send the material to Framatome in France for fuel manufacturing, and then to the Technical University of Munich for use as a lead-test assembly (LTA) in the Forschungs-Neutronenquelle Heinz Maier-Leibnitz Research Reactor (FRM-II), as part of the FRM-IIs conversion from high-enriched uranium fuel to high-assay low-enriched uranium fuel. Before being loaded as an LTA at the FRM-II, some of the material will be manufactured into a generic test assembly for irradiation and testing at the Belgium Reactor 2 Research Reactor in Mol, Belgium.
