ACCEPTANCE OF IDAHO STATE UNIVERSITY LICENSE AMENDMENT REQUEST TO UPDATE THE ROSTER OF UNIVERSITY OFFICIALS (ENTERPRISE PROJECT IDENTIFICATION NUMBER L 2025 LNS 0001)

Dear Dr. Blair:

The U.S. Nuclear Regulatory Commission (NRC) staff has received the Idaho State University license amendment request to update the roster of university officials submitted by letter dated July 14, 2025 (Agencywide Documents Access and Management System [ADAMS] Accession No. ML25196A514) and supplemented by email dated July 18, 2025 (ML25251A244).

The purpose of this letter is to provide the results of the NRC staffs acceptance review of this proposed action request. The NRC staff has completed its acceptance review of your application and supplement, and determined that they provide sufficient information to proceed with a detailed technical review.

Based on our preliminary evaluation, we anticipate completing our review of your submittal by November 2025, which is 10 months shorter than our 12-month metric for license amendments.

This schedule includes the issuance, if needed, of a request for additional information (RAI) by the end of September 2025, and receipt of your responses to the RAI within 30 days of the RAI issuance date. The NRC staff estimates that completing the review of your submittal will require approximately 30 staff hours, which corresponds to about $9,540.00 ($318.00/hour) and aligns with historical averages for this type of licensing review. We will promptly communicate any significant schedule or cost changes.

In accordance with Title 10 of the Code of Federal Regulations Part 2, Agency Rules of Practice and Procedure, a copy of this letter will be available electronically for public inspection in the NRC Public Document Room (PDR) or from the Publicly Available Records component of the NRCs ADAMS. ADAMS is accessible from the NRC website at http://www.nrc.gov/reading-rm/adams.html. The PDR is open by appointment.
