SUMMARY

OF SEPTEMBER 4, 2024, PUBLIC MEETING WITH DUKE ENERGY REGARDING PROPOSED LICENSE AMENDMENT REQUEST FOR SHEARON HARRIS, UNIT 1, TO USE THE RISK-INFORMED PROCESS FOR EVALUATION FOR A ONE-TIME EXTENSION TO ESSENTIAL SERVICES CHILLED WATER SYSTEM COMPLETION TIME (EPID L-2025-LRM-0115)

On September 4, 2025, the U.S. Nuclear Regulatory Commission (NRC) staff held a virtual public meeting with representatives of Duke Energy (licensee). The purpose of the meeting was to discuss a proposed license amendment request (LAR) for Shearon Harris Nuclear Power Plant, Unit 1. The meeting notice and agenda, dated August 21, 2025, are available at Agencywide Documents Access and Management System (ADAMS) Accession No. ML25234A102. The licensees presentation slides for the meeting are available at ADAMS Accession No. ML25241A086. A list of participants is provided as an enclosure to this summary.

During the meeting, the licensee expressed its intention to submit a LAR utilizing the Risk-Informed Process for Evaluation. The purpose of the LAR will be to request a one-time extension to the completion time for the essential services chilled water system, to support the replacement of the chillers. The proposed LAR will include revisions to the following Technical Specifications (TS): 3.1.2.4, 3.5.2, 3.6.2.1, 3.6.2.3, 3.7.4, and 3.7.13. The licensee plans to submit the request in November 2025.

The NRC staff asked clarifying questions regarding the content, structure, and format of the planned submittal. The licensee provided satisfactory answers to the NRC staffs questions.

NRC staff suggested that the licensee includes additional probabilistic risk assessment measurable information with the purpose of facilitating the staffs review.

No regulatory decisions were made at this meeting.
