In accordance with 10 CFR 51.45(a), Long Mo Energy, LLC (LME), hereby submits the enclosed Supplement #1 to the Environmental Report (ER) for the Long Mo Generang Staon (LMGS)
Construcon Permit Applicaon submied as Enclosure 3 to Reference 1.
This supplement consists of a redlined markup of certain pages of Secon 5.13 of the ER. The markup re"ects supplemental informaon being provided to resolve the following:
x An inconsistency between Preliminary Safety Analysis Report (PSAR) Chapter 3, Methodologies, Analyses and Licensing Basis Events, and ER Chapter 5, Environmental Impacts of Staon Operaon, regarding seismic event evaluaon. Speci"cally, ER Table 5.13.1-1, Design Basis Accidents, on page 5.13-14 of the ER inadvertently indicated that the PSAR did not evaluate hypothecal seismic design basis accidents (DBA), whereas the PSAR in fact included such an evaluaon. ER Table 5.13.1-1 now correctly re"ects that informaon and states that the analysis results are presented in the ER. Those results (which match the results originally presented in PSAR Table 3.6.12-3) are now also provided in ER Table 5.13.1-11 and a line for the seismic DBA has been added to the DBA summary table in the ER, Table 5.13.1-12. The SMALL environmental impact conclusion for hypothecal DBAs, as presented on ER page 5.13-3, is not aected by this supplemental informaon.
x Replacing the event acronym LD-DBA throughout ER Secon 5.13 with LD-LBE. As shown in the PSAR, the large depressurizaon (LD) event is not a DBA; updang the acronym beer re"ects event categorizaon. The acvity and dose results previously presented in ER Tables 5.13.1-11 and 5.13.1-12, which also incorrectly suggested that the LD event was a DBA, have been removed and replaced by the seismic DBA results, as noted above. The impact informaon for the LD event connues to be presented appropriately in ER Table 5.13.2-1, for Severe Accidents, which now re"ects the new acronym.
